The Planning Department has reviewed your Coastal Develop Permit, application no. CDP 00-06, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, February 25, 2000, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. CDP 00-06 - LA COSTA DOWNS LOT 9 Planning: 1. 2. 3. Please provide a current title report within the past six months. A request for a reduced front yard setback requires an Administrative Variance. The Coastal Development Permit application that your applying for requires the submittal of an Administrative Variance to make the application complete. Please apply at the City for the requested Variance. Attached for your convenience is an application. The fee is $450.00. The Land Use Review Application shows Kenneth Purdy as the applicant, however, the Disclosure Statement shows the Applicant/Owner to be Chris Salem. This conflicting information needs to be corrected. A solution would be to have Chris Salem’s signature as owner/applicant on the Land Use Application. Engineering: None ISSUES OF CONCERN Planning: 1. 2. 3. 4. 5. The garage must have an interior dimension of 20 feet square. Please redesign the garage to meet these standards. The building lot coverage exceeds the maximum 40% allowed for the R-l Zoning Designation. Please redesign the footprint of the building to meet the maximum allowance. Please show all “pop out” features on the attached Site Plan and document the distance to the respective property line. The window seat off the “great room” appears to encroach into the rear yard seat by more then the allowed two feet. Please clarify. Please show on the attached elevation drawings the maximum height measured to the peak of the roof. Building height is measured from existing grade to the peak of the roof. This height dimension should be shown within the Summary Section on the Site Plan which incorrectly shows the height to be 26 feet. As a reminder, building height is not measured to the top of an allowed building protrusion. Please show on the attached site plan, the existing interior decorative wall (northern property line) and provide all height dimensions of the wall. 6. Please correctly identify and label on the site plan the front property line and all easements. Remove from the site plan or explain the curved dashed line furthest from the proposed residence. Engineering: 1. Show drainage pattern on site plan. Add the following note on site plan: “Finish grade will provide a minimum positive drainage of 2% to swale 5’ away from building.” 2. Show any existing and/or proposed slopes. 3. Inadequate information available on site plan to make a determination on grading requirements. Include accurate grading quantities (cut, fill, import, and export). 4. Show existing topography (include up to 20’ beyond side property lines) and proposed finished grade. Show spot elevations throughout site plan. 5. Show finished elevation of residence and grade percentage of driveway. Show proposed width of driveway. 6. Show property dimensions, (all sides) and label on site plan. Site plan does not show City right-of-way has been dedicated. Provide title report. 7. Show any easement(s) on site plan.
