It is SDG&E's policy to quitclaim casements once it has been determined that the facilities covered by the easements are no longer needed and saiU facilities have been removed. We have researched the easement over your property and found that there are no facilities nor does SDG&E have a future need for this easement. The initial fee for processing a quitclaim is $350.00 for the first easement and $150.00 for each additional easement. Holzmiller CITY OF CARLSBAD Planning Director 1635 Faraday Ave. Carlsbad, CA 92008 RE: DeYoung Minor Coastal Development Permit Application Package Dear Michael: Please accept the attached minor coastal development permit application package, including processing fees, for construction of a swimming pool/spa in the back yard of an existing single family home property owned by Mr. John A. DeYoung, located at 2411 Buena Vista Circle. This property is located above the coastal bluff overlooking Buena Vista Lagoon, and as such, is required by Section 21.201.060 (Coastal Development Permit Procedures) to acquire approval of a coastal development permit, since the proposed swimming pool is situated within fifty feet of the edge of the bluff, within the coastal zone. We are applying for a minor permit, inasmuch as the proposed improvement will cost less than $60,000, and is not expected to have an adverse impact on coastal resources or public access, as stipulated in Section 21.201.080. The site is located within a fully urbanized neighborhood, does not contain native habitat, and does not affect any public accessway to the coastline. The swimming pool/spa is a use consistent with accessory uses allowable within the R-l zone. Mr. DeYoung was aware that no grading permit was required for excavation of the pool, and had begun construction without the benefit of coastal permit. He stopped the construction effort upon it being brought to his attention that a coastal permit was required. The pool/spa is presently approximately 20% constructed. We are hopeful that this application can be processed expeditiously through the Planning Department. Submittal by July 28, 2000 will allow the public review period to begin on August 1, 2000 with a potential decision date of August 22, 2000. However, for this to occur, you must submit the additional items listed below. If the required items are not received by July 28, 2000, your project will be rescheduled for a later decision date. 1 . Please submit: a. Two (2) copies of your (site plans, landscape plans, building elevation plans, floor plans) on 24" x 36" sheets of paper, stapled in complete sets folded into 2' x 11" size. 2. As required by Section 65091 of the California Government Code, please submit the following information needed for Minor Coastal Development Permit noticing and sign the attached certification form: a. 100' Owners List - a typewritten list of names and addresses of all property owners within a 100 foot radius of the subject property, including the applicant and/or owner. Subject : Project No. 00-1106D4 Limited Soil Investigation Proposed Swimming Pool Site 2411 Buena Vista Circle Carlsbad, California Dear Mr. DeYoung : In accordance with your request, we have performed a limited soil investigation of the proposed swimming pool site on subject property, more specifically referred to as being Lot No. 4 according to Map theref No. 2492 (Assessor's Parcel No. 155-221- 04), in the City of Carlsbad, State of California. It is our understanding that a swimming pool is proposed in the northeast corner of the backyard on subject property. The location of subject property is shown on Figure No. 1, entitled, "Site Location/Geologic Map". The purpose of this report is to present our engineering evaluation of the site and our engineering recommendations relative to the proposed development thereon. In order to accomplish this purpose, the undersigned visited the site on two occasions in June, 2000, and reviewed the topography and general site conditions. A site topographic map is shown on Figure No. 2. 1. From the site investigation and plan review, it was determined that : a. Subject property is a rectangular-shaped property of approximately 0.6 acres, located on the south side of Buena Vista Circle. A single-story single-family residence is located in the front, southerly portion of the site. Behind and northerly of the residence is a large backyard, with the swimming pool proposed in the northwest corner of the backyard. Beyond the proposed Project No. 00-1106D4 Mr. John DeYoung 07/14/00 Page 2 swimming pool, the natural ground descends to Buena Vista Lagoon at an average slope of 2 : 1 (horizontal : vertical). b. According to the Geologic Map of the Oceanside Quadrangle, the general area is underlain by Quaternary terrace deposits consisting of reddish brown sandstone, siltstone and conglomerte. During our site inspection, it was noted that excavation for the proposed swimming pool had already been accomplished. The terrace deposits were encountered on the sides and bottom of the swimming pool bowl. These soils consist of medium dense to dense, reddish brown silty fine to medium sands. c. No fill soils were encountered in the swimming pool excavation. The majority of the soils excavated from the swimming pool bowl were hauled and disposed of offsite. However, small quantities of excavated soils were dumped on the slope below the swimming pool. d. Our review of geologic literature indicates that there are no known major or active faults on or in the immediate vicinity of the site. Inspection of the swimming pool excavation did not reveal any active faulting or adversely-oriented joints. The nearest known active faults are the Rose Canyon fault and Newport-Inglewood fault, located westerly, offshore approximately 8.2 km (5.1 miles) and 7.5 km (4.7 miles) from the site. The Elsinore-Julian fault is located approximately 38.9 km (24.3 miles) northeast of the site. e. A review of geologic literature did not reveal the presence of any landlides on or in the vicinity of subject property. The excavation for the swimming pool bowl did not undermine the stability of the soil mass. f. Subject building pad and swimming pool is located at an elevation of approximately 40 feet above mean sea level. Tsunami or winter storm waves, even in conjunction with high tides, do not have the potential for inundation of the site d. No drainage courses will be interrupted by the proposed construction of the swimming pool, and no seeps or springs were observed during our site investigation. It is our conclusion that the proposed swimming pool can be constructed without failure or detrimental foundation movement occurring as a result of structural loads imposed upon the soils from the development as presently contemplated, and without unduly infringing on the rights of those who control the adjacent properties and public rights- of-way, if the conditions set forth below are followed : a. It is recommended that a safe allowable bearing value of 1,500 pounds per square foot be used in the design and checking of foundations, 12 inches in minimum horizontal dimension, and embedded at least 12 inches below the surface of the competent natural ground. b. Based on the soil conditions encountered, the proposed swimming pool plans for subject site prepared by Pool Engineering, Inc. are suitable for the site. c. It is recommended that all loose soils generated from the swimming pool excavation and placed on the steep slope be removed and disposed of offsite. d. It is further recommended that the proposed swimming pool be constructed in strict compliance with the approved plans and applicable regulations, except where items 2(a) to (c) above are more stringent.
