PROJECT NAME: Kelly Corporate Center Non-Residential PUD
APPLICANT NAME: The Allen Group
Please describe fully the proposed project by application type. Include any details
necessary to adequately explain the scope and/or operation of the proposed project.
You may also include any background information and supporting statements regarding
the reasons for, or appropriateness of, the application. Use an addendum sheet if

Description/Explanation:
The Kelly Corporate Center is located on the south side of Palomar Airport Road,
between Hidden Valley Road and Aviara Parkway. Portions of the Kelly Corporate ;
Center are also located west of Hidden Valley Road and east of Aviara Parkway, but"
these areas are not a part of this Non-Residential PUD application.
The applicant wishes to have all buildings on their own lots. Therefore the applicant .
is proposing a Tentative Parcel Map, Non-Residental Planned Development Permit,
and Coastal Development Permit in order to subdivide the existing 1 5.04 acres
between Hidden Valley Road and Aviara Parkway into 4 separate legal lots from one
parcel. The lot lines are for financial purposes only and will not physically alter the
site nor the approved Site Plan.
All environmental impacts of the Site Development Permit have been addressed by
the amended Mitigated Negative Declaration for SDP 97-25(A) (Kelly Corporate
Center) dated August 6, 1999. No further impacts will result from the proposed
Tentative Parcel Map and Non-Residential PUD.

EIA PART I
Kelly Corporate Center
The proposed project involves a Tentative Parcel Map, Non-Residential Planned Unit
Development, and Coastal Development Permit (TPM, PUD, and CDP) to create 4 separate
legal lots from one parcel. No new uses, facilities, or expansions of facilities approved by
SDP 97-25(A) are proposed by the TPM, PUD, and CDP. All of the following
environmental issues were previously addressed in the SDP 97-25(A) Mitigated Negative
Declaration for the Kelly Corporate Center.
I. Land Use Planning
a) No Impact: The proposed project will not conflict with the general plan designation or
zoning because no changes are being proposed to the general plan designation nor zoning.
b) No Impact: The proposed project will not conflict with applicable environmental
plans and policies adopted by agencies with jurisdiction over the site because the project
will not result in any physical changes to the site.
c) No Impact: The proposed project is not incompatible with existing land use because
no new development or physical changes are proposed for this site.
d) No Impact: The proposed project will not affect agricultural resources or operations
beyond what was anticipated with the Mitigated Negative Declaration for SDP 97-25(A).
e) No Impact: The proposed project will not disrupt the physical arrangement of an
established community since the proposed project will not result in any physical changes
to the site.
II. Population and Housing
a) No Impact: The proposed project will not affect population projections because the
project will not result in any physical changes to the approved Site Development Plan.
Regional or local population projections will not be affected by the proposed lot lines.
b) No Impact: The proposed project will not induce substantial growth in an area either
directly or indirectly because the project will not result in any physical changes to the
approved Site Development Plan.
c) No Impact: The proposed project will not displace existing housing or affordable
housing because residential development does not exist at this site.
III. Geologic Problems
a) No Impact: Per the Mitigated Negative Declaration for SDP 97-2 5 (A), this site is
not located near active fault lines. (1)
b) No Impact: Due to the distance from the site of known active faults, the project will
not affect the exposure of people to significant seismic ground shaking. (1)
c) No Impact: The proposed project will not affect the level of exposure of people to
seismic ground failure or liquefaction beyond what was anticipated by the Mitigated
Negative Declaration for SDP 97-25(A) because the project will not result in any physical
changes to the approved Site Development Plan.
d) No Impact: The site is not located in an area of volcanic activity and does not have a
history of seiche nor tsunami hazards. (1)
e) No Impact: The proposed project will not expose people to landslides or mudflows
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A).
Furthermore, the project will not result in any physical changes to the approved Site
Development Plan.
f) No Impact: Since the project does not involve earthwork or physical changes to the
approved Site Development Plan, the proposed project will not expose people to potential
impacts involving erosion, changes in topography or unstable soil conditions from
excavation, grading, or fill.
g) No Impact: The site is not located in an area known for subsidence of the land.
Furthermore, the project will not result in any physical changes to the approved Site
Development Plan.
h) No Impact: The proposed project will not expose people to expansive soils beyond
what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A).
i) No Impact: Per the Mitigated Negative Declaration for SDP 97-25(A), no unique
geologic or physical features are known to exist at the project site (1). Furthermore, no
new uses, development or expansion of approved uses are proposed by the project.
IV. Water
a) No Impact: The proposed project will not affect absorption rates, drainage patterns nor
the rate and amount of surface runoff beyond what was anticipated by the Mitigated
Negative Declaration for SDP 97-25(A). Furthermore, the project will not result in any
physical changes to the approved Site Development Plan.
b) No Impact: The proposed project will not expose people or property to water related
hazards such as flooding beyond what was anticipated by the Mitigated Negative
Declaration for SDP 97-25(A). Furthermore, the project will not result in any physical
changes to the approved Site Development Plan.
c) No Impact: The proposed project will not result in discharge into surface waters or
other alteration of surface water quality because the project will not result in any physical
changes to the approved Site Development Plan.
d) No Impact: The proposed project will not affect the amount of surface water in any
water body beyond what was anticipated by the Mitigated Negative Declaration for SDP
97-25(A) because the project will not result in any physical changes to the approved Site
Development Plan.
e) No Impact: The proposed project will not result in changes in currents, nor the course
or direction of water movements beyond what was anticipated by the Mitigated Negative
Declaration for SDP 97-25(A) because the project will not result in any physical changes
to the approved Site Development Plan.
f) No Impact: The proposed project will not affect the quantity of ground waters, either
through direct additions or withdrawals, nor through interception of an aquifer by cuts or
excavations nor through substantial loss of groundwater recharge capability beyond what
was anticipated by the Mitigated Negative Declaration for SDP 97-25(A) because the
project will not result in any physical changes to the approved Site Development Plan.
g) No Impact: The proposed project will not affect the rate of flow of groundwater
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A)
because the project will not result in any physical changes to the approved Site
Development Plan.
h) No Impact: The proposed project will not affect ground water quality beyond what
was anticipated by the Mitigated Negative Declaration for SDP 97-25(A) because the
project will not result in any physical changes to the approved Site Development Plan.
i) No Impact: The proposed project will not reduce the amount of groundwater available
for public water supplies beyond what was anticipated by the Mitigated Negative
Declaration for SDP 97-25(A) because the project will not result in any physical changes
to the approved Site Development Plan.
V^Air Quality
a) No Impact: The proposed project will not contribute to cumulative air quality impacts
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A)
because the project will not result in any physical changes to the approved Site
Development Plan.
b) No Impact: The proposed project will not expose sensitive receptors to pollutants
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A)
because the project will not result in any physical changes to the approved Site
Development Plan.
c) No Impact: The proposed project will not alter air movement, moisture, or
temperature, or cause any change in climate beyond what was anticipated by the
Mitigated Negative Declaration for SDP 97-25(A) because the project will not result in
any physical changes to the approved Site Development Plan.
d) No Impact: The proposed project will not create objectionable odors beyond what
was anticipated by the Mitigated Negative Declaration for SDP 97-25(A) because the
project will not result in any physical changes to the approved Site Development Plan.
VI. Transportation Circulation
a) No Impact: This proposed project will not affect vehicle trips or traffic congestion
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-2 5 (A)
because the project will not result in any physical changes to the approved Site
Development Plan. Vehicle trips or traffic congestion are not affected by the proposed
lot lines.
b) No Impact: The proposed project will not create hazards to safety due to design
features or incompatible uses beyond what was anticipated by the Mitigated Negative
Declaration for SDP 97-25(A) because the project will not result in any physical changes
to the approved Site Development Plan.
c) No Impact: The proposed project will not affect emergency access or access to nearby
uses beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-
25(A) because the project will not result in any physical changes to the approved Site
Development Plan.
d) No Impact: The proposed project will not affect parking capacity on or off site
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A)
because the project will not result in any physical changes to the approved Site
Development Plan.
e) No Impact: The proposed project will not create hazards or barriers for pedestrians or
bicyclists as shown by the Mitigated Negative Declaration for SDP 97-25(A).
Furthermore, the project will not result in any physical changes to the approved Site
Development Plan.
f) No Impact: The proposed project will not conflict with adopted policies supporting
alternative transportation because the project will not result in any physical changes to the
approved Site Development Plan. The proposed lot lines will not affect adopted policies
supporting alternative transportation.
g) No Impact: The proposed project will not result in any rail, waterborne nor air traffic
impacts because the project will not result in any physical changes to the approved Site
Development Plan. Rail, waterborne, nor air traffic will not be affected by the proposed
lot lines.
VII. Biological Resources
a) No Impact: The proposed project will not affect endangered, threatened or rare species
or their habitats beyond what was anticipated by the Mitigated Negative Declaration for
SDP 97-25(A) because the project will not result in any physical changes to the approved
Site Development Plan.
b) No Impact: The project will not result in any physical changes to the approved Site
Development Plan. Therefore, the proposed project will not result in impacts to locally
designated species beyond what was anticipated by the Mitigated Negative Declaration
for SDP 97-25(A).
c) No Impact: Since the proposed project does not amend the approved Site
Development Plan, it is not expected to result in impacts to locally designated natural
communities beyond what was anticipated by the Mitigated Negative Declaration for
SDP 97-25(A).
d) No Impact: The proposed project will not affect wetland habitat beyond what was
anticipated by the Mitigated Negative Declaration for SDP 97-25(A) because the project
will not result in any physical changes to the approved Site Development Plan.
e) No Impact: Because the project will not result in any physical changes to the approved
Site Development Plan, it is not anticipated that the project will impact wildlife dispersal
or mitigation corridors beyond what was anticipated by the Mitigated Negative
Declaration for SDP 97-25(A).
VIII. Energy and Mineral Resources
a) No Impact: The proposed project will not conflict with adopted energy conservation
plans beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-
25(A). Adopted energy conservation plans will not be affected by the proposed lot lines.
b) No Impact: The proposed project will not affect the use of non-renewable resources in
a wasteful or inefficient manner. Non-renewable resources are not affected by lot lines.
c) No Impact: The proposed project will not result in the loss of the availability of a
known mineral resource that would be of future value to the region and the residents of
the State beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-
25(A) because the project will not result in any physical changes to the approved Site
Development Plan and minerals are not affected by lot lines.
IX. Hazards
a) No Impact: The proposed project will not affect the risk of accidental explosions or
the release of hazardous materials beyond what was anticipated by the Mitigated
Negative Declaration for SDP 97-25(A) because the project will not result in any physical
changes to the approved Site Development Plan. Lot lines do not pose a risk of
accidental explosion or release of hazardous substance(s).
b) No Impact: The proposed project will not affect an emergency response or evacuation
plan beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-
25(A) because it does not propose new development or any physical changes to the
approved Site Development Plan.
c) No Impact: The proposed project will not create any health hazards or potential health
hazards beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-
25(A) because the project will not result in any physical changes to the approved Site
Development Plan.
d) No Impact: The proposed project will not affect exposure of people to potential health
hazards beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-

b) No Impact: The proposed project will not have a demonstrative negative aesthetic
effect beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-

c) No Impact: Since the project will not result in any physical changes to the approved
Site Development Plan, the proposed project will not create light or glare beyond what

XIV. Cultural Resources
a) No Impact: The proposed project will not affect paleontological resources beyond
what was anticipated by the Mitigated Negative Declaration for SDP 97-2 5 (A) because
the project will not result in any changes to the approved Site Development Plan.
b) No Impact: The proposed project will not disturb archaeological resources beyond
what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A) because
the project will not result in any physical changes to the approved Site Development Plan.
c) No Impact: The proposed project will not affect historical resources beyond what was
anticipated by the Mitigated Negative Declaration for SDP 97-25(A) because the project
will not result in any physical changes to the approved Site Development Plan.
d) No Impact: The proposed project will not affect any unique ethnic cultural values
beyond what was anticipated by the Mitigated Negative Declaration for SDP 97-25(A)
because the project will not result in any physical changes to the approved Site
Development Plan. Furthermore, unique ethnic cultural values are not affected by lot
lines.
e) No Impact: The proposed project will not affect religious or sacred uses beyond what
was anticipated by the Mitigated Negative Declaration for SDP 97-2 5 (A) because the
project will not result in any physical changes to the approved Site Development Plan.
Furthermore, religious or sacred uses do not occur at this site.
XV. Recreational
a) No Impact: The proposed project will not affect demand for neighborhood or regional
parks or other recreational facilities beyond what was anticipated by the Mitigated
Negative Declaration for SDP 97-25(A) because the project will not result in any physical
changes to the approved Site Development Plan.
b) No Impact: The project site does not offer recreational opportunities as it exists nor as
approved by SDP 97-25(A). Therefore, recreational opportunities will not be affected by
the proposed lot lines.
XVI. Mandatory Findings of Significance
a) No Impact: It is not anticipated that lot lines would degrade the quality of the
environment. Furthermore, environmental concerns have been addressed by the
Mitigated Negative Declaration for SDP 97-25(A).
b) No Impact: The proposed project will not have impacts that are individually limited,
but cumulatively considerable beyond what was anticipated by the Mitigated Negative
Declaration for SDP 97-25(A).
c) No Impact: The proposed lot lines will not cause adverse effects on human beings.
The Mitigated Negative Declaration for SDP 97-2 5 (A) and all environmental concerns
have been addressed by the proposed project and will not result in any physical changes
to the approved Site Development Plan.
