Lcidwig Design Group, Inc. PROJECT DESCRIPTION: Seashore on the Sand 2805 Ocean Street Carlsbad, CA 92008 RE: (LADWIG DESIGN GROUP JOB NO. L-1078) A preliminary review application (PRE 02-05) was processed on this project with written correspondence received from the City on April 3, 2002. This application includes the tentative tract map, coastal development permit, and conditional use permit. The owner of the project is requesting the City approvals to convert nine two bedroom apartment units, which includes a manager unit, to time share units. No exterior or site construction is proposed. As part of this application we are attaching a proposed architectural conversion plan to convert the nine existing apartment units timeshare units. As pointed out in the preliminary review, the City can reduce the parking requirements for timeshares to one space per unit. In addition, as part of the preliminary review staff had asked for a five-foot dedication of public right of way for Ocean Street adjacent to the ownership. This proposed dedication is shown on the attached tentative map. I would like to point out that the existing garage will then encroach into the right of way approximately a quarter inch at the Southeast corner. In addition, there is a small overhang at the front of the garage, which would be entirely within the right of way. Also in the preliminary review letter there was a requirement to submit a wave run-up analysis with the formal application. We have had discussions with staff in the engineering department and they (Wojcik - 6/17/02) felt it would not be necessary because of the existing conditions. Also, there was a lengthy discussion about Urban Runoff, Storm Water Prevention Plans and best managements practices relating storm water. As I indicate, no development is proposed to take place at the exterior of the project or onsite. We would expect relief from requirements for providing storm water mitigation. This project was built in 1969 and has been used as a hotel since 1986.
