TheEl Camino Real Widening Project at Robemon Ranch A Phase I Archaeological Study for the El Camino Real Widening Project at Robertson Ranch I. Introduction A Phase I cultural resource survey has been conducted on the above referenced project by Brian F. Smith & Associates, Inc. (BFSA). Results of the survey data have determined that no cultural resources were identified within the project area. The project consists of the widening sections of El Camino Real as part of the Robertson Ranch development along the southern portion of El Camino Real, between Kelly Drive and Crestview Drive (Figures 1 through 3). The project area is located directly east of the intersection of Kelly Drive and El Camino Real adjacent to Robertson Ranch, Carlsbad, California. Specifically, the project is located at Township 12 South, Range 4 West in an unsectioned portion of the former Agua Hedionda Land Grant of the USGS San Luis Rey 7.5' topographic quadrangle, as plotted on Figure 3. Survey Type: Intensive Pedestrian Date of Survey: 02-03-2012 Field Crew: Tracy A. Stropes, M.A., RPA II. Description This archaeological study conformed to City of Carlsbad guidelines. Statutory requirements of CEQA were followed in evaluating potential impacts. The survey of the project alignment utilized intensive archaeological reconnaissance that consisted of a pedestrian survey of the project APE. Transects, spaced approximately one-to-three meters apart were employed in an east-to-west orientation across the project area. The majority of the project alignment was flat and covered with pavement or urban landscaping that obscured the ground surface. Areas lacking vegetation cover principally along the eastern p01tion of the alignment were intensely surveyed to determine the presence of smface deposits and potential for subsmface materials. Tile E/ Camino Rea/IVidening Pro jeer ar Roberrson Ranch Limitations of the archaeological survey included limited urban vegetation and existing built environment. No artifacts or features were identified during the survey. The project proposes the widening of approximately 0.4 mile of El Camino Real between Kelly Drive and Crestview Drive (see Figure 2). III. Record Search Record search information from the South Coastal Information Center (SCIC) was reviewed for the project alignment by BFSA. A total of II studies have been completed within a one-quarter mile radius of the project area. In addition, a total of seven sites have been identified within a one-quarter mile radius of the property. However, no sites have been previously identified within the project alignment. The closest site to the property (SDI-1 0,609) is approximately 180 feet north of the eastern portion of the project area. The majority of the sites within the record search radius are prehistoric Native American sites. IV. Results The current archaeological study did not identify the presence of any archaeological features or artifacts (historic or prehistoric) within the project area. Although no archaeological resources were identified during the Phase I cultural resource survey, the implementation of a monitoring program during road grading will be required for the project. This is due to the obscured ground surface encountered during the survey, and the high frequency of cultural resources surrounding project area. A qualified archaeologist must implement the grading monitoring program to mitigate potential impacts to any undiscovered buried archaeological resources to the satisfaction of the City of Carlsbad. The monitoring program will require the presence of an archaeological monitor, as well as a Luiseiio Native American monitor, during all grading and excavation associated with the project.
