Report on short and long-term effects of the discharge from Weston Solutions 1.0 Background Report of North Batjgujtos Waste Water Spill Sunday October ih 2012 The location ofthe spill occurred at the City's North Batiquitos Lift Station (NBlS), which is located just east of Gabbiano lane approximately 200-feet north of Batiquitos lagoon. The NBlS receives wastewater from a 24-inch diameter VCP trunk sewer entering the lift station site from the south side of the property, and a 10-inch diameter VCP sewer entering the site from the west. The NBlS pumps the collected wastewater to a gravity flow sewer pipeline located parallel to Interstate 5. The flow is conveyed by gravity sewer pipelines to the Encina Water Pollution Control Facility. The NBlS has three pumps (2-operating and 1-standby) with a peak capacity of 3.2 mgd. It currently receives wastewater from approximately 9,000 connections. The current average day dry weather flow rate is estimated at approximately 0.75 mgd. The original NBlS and 14-inch diameter DIP force main were constructed in 1977. However by 1990 development was occurring that required the capacity of the original lift station to be increased. By 1997 construction was completed on a replacement lift station and also a new parallel PVC forcemain. The spill was observed as surfacing wastewater effluent along the discharge alignment of the forcemain adjacent to the concrete structure of the NBlS. 2.0 Data Collection on Spill Data was collected primarily through on-site visual flow estimates. Meetings between consultants, engineers, contractors, and city staff also helped identify flow and spill rates. Additionally, previously recorded flow and capacity data from SCADA technology, recorded system capacities, date and time flow rates helped identify flow and spill data. Final numbers have been verified through City Staff calculations and have been accepted by parties involved in the spill response. 3.0 Spill Specifics 3.1 Explanation of Overflow Discovery On Sunday October 7, 2012 at 8:10a.m. a resident called the Carlsbad Police Department {CPD) to report water flowing from within the NBlS compound located at 7282 Gabbiano lane, Carlsbad CA 92011. Water was reportedly originating from underground not near any manholes or exposed piping and was running down the paved surface toward Batiquitos lagoon. CPO dispatch called the Carlsbad Utilities Department, and City Staff were onsite at the NBlS by 8:20a.m. and confirmed the overflow. 3.2 Cause of Discharge The discharge was caused by the failure of the 14" ductile iron pipe force main that conveys sewage from the NBlS {Figures 2 and 3) to the gravity sewer located along Interstate 5. The pipe failure occurred between the dry well and the isolation valves for the two forcemains which are parallel within the NBLS compound. 11Page Force Main Design Specifications As noted in the background discussion the NBLS has two forcemains. The original is a 14- inch diameter DIP and the second PVC forecemain was completed in 1997. From the discharge side of the pumps the flow enters a single 14-inch diameter DIP that exits the concrete structure housing the pumps and then travels approximately 46-feet to a DIP wye that allows wastewater to be conveyed to either forcemain. At the time of the break the entire flow was directed to the PVC forcemain. The operational discharge pressure and flow rates ofthe force main were well within the design criteria. Conclusions The initial approach to correct the observed break point at the surface was to excavate to the forcemain immediately outside the NBLS concrete structure to locate the point of the break, and concurrently pump out the incoming wastewater to the NBLS through the use of pumper trucks at the upstream manhole. This process was continued until the forcemain was reached at the initial excavation point. At this initial location no failure of the forcemain was observed. However, due to the extreme depth of the existing 14" DIP forcemain leaving the dry well (approximately 15-feet in depth), the decision was made to abandon the investigation of the failure point, and to install a bypass pipeline above ground from an existing bypass connection on the pump discharge manifold to the original14" DIP forcemain where there was an existing observation manway tee on the forcemain. This allowed the City to maintain the integrity of the NBLS and convey all wastewater through a forcemain rather than pumping wastewater out of the incoming manhole and trucking the wastewater to the treatment facility. This approach would also provide more time to locate the break point in the forcemain. 3.3 Chronology of Spill Response Sunday 10/7/2012 • Operator arrives at the NBLS at 8:20 a.m., assessed the situation, and turned off the pumps at 8:35a.m. to help identify the leak source. Approximately 2,000 gallons spilled and none was recaptured. Cal EMA was called at 9:24a.m. for incident #12-6035. • Contract tanker trucks were called at 9:45 a.m. and arrived on scene at 10:45 a.m. and began pumping out of manholes leading to the NBLS. Trucks hauled the first loads off by noon. Six large tanker trucks, ranging in size from 3,700- 7,000 gallons, pumped and hauled sewage out of the Batiquitos Drainage Basin around the clock to minimize spillage into the Batiquitos Lagoon. Customers were asked to reduce or eliminate water usage until the leak was stopped. The reverse 911 system, through Alert San Diego, called 8,900 customers; 4,500 of these calls were answered. • A contractor arrived at 3:30 p.m. to start repair work on the 14" ductile iron pipe sewer force main within the NBLS compound. • At approximately 6:00 p.m., wastewater flows began to surpass the tanker trucks pumping capabilities, which resulted in spillage. Tanker trucks continued pumping operations throughout the night and were able to keep up when late night wastewater flows subsided. Cal EMA was called again at 7:42 p.m., and an updated estimated spill total was increased to 9,000 gallons. Monday 10/8/2012 • Cal EMA was called at 5:10a.m. for updated estimated spill totals to 13,000 gallons; tanker pumping continued. • Cal EMA was called at 12:42 p.m. for updated estimated spill totals to 27,000 gallons. Onsite visual flow estimates were conducted, flows were averaged out, and the combined flow rate was approximately 25 GPM (see calculation below). Tanker pumping continued while bypass piping was laid. A contingency plan was developed to utilize the old force main to divert sewer flows. Excavation started at the diversion site 300 feet west of the NBLS compound. 18 hours X 60 minutes per hour X 25 gallons per minute (GPM) = Calculated Flow Estimates: 27,000 gallons as of 12:42 p.m. • Because of the extreme depth of the existing force main, plans were developed to cap off that 14" ductile iron pipe force main and run a temporary bypass to an existing fitting on the older 14" ductile iron pipe force main (existing secondary line). • lift station pumps were turned on, manholes stopped overflowing at 8:24 p.m. Cal EMA was called again at 9:15 p.m. with a "draft final" spill total of approximately 32,040 gallons. 3IPage 3.4 Calculation of WasteWater Discharge Volume On Sunday morning (10/7) the operator responded 8:20a.m. to the NBLS and turned the pumps off at 8:35 a.m. The visual estimate for this release was 2,000 gallons. The first calculation includes spill time from 6:00 p.m. on Sunday 10/7 through noon on Monday 10/8. The second calculation includes spill time on Monday 10/8 from noon to 8:30 p.m. (spill stopped at 8:24 p.m.). The lower GPM rate for the second calculation was due to Monday being a semi-holiday and utilization of the reverse 911 system. 2,000 gallon initial visual estimate 18 hours X 60 minutes per hour X 25 gallons per minute (GPM) = 27,000 gallons (as of 12:42 p.m. 10/8) 8.4 hours X 60 minutes X 10 GPM = 5,040 gallons Total spill volume: 34,040 gallons 3.5 Maintenance and Incident History of Force Main The NBLS force main where the break was observed as surfacing effluent was installed in the 1990's. Initial work occurred on the replacement lift station beginning in 1991 and final completion occurred in 1997. The City of Carlsbad's standard operating procedure for WasteWater lift stations is to inspect for the proper operation of lift station facilities and equipment a minimum of five times per week. There has been no history of force main incidence at the NBLS. 3.6 Photographic Documentation Photographic documentation of repair work, temporary connections and temporary highline are included collectively as Figure 6. 3.7 Measures to Mitigate Impacts 1. City staff arrived at the NBLS by shutting down applicable pumps. 2. Cordoned off the isolated area for public safety. 3. Arranged for tanker trucks to collect and transport sewage out of the drainage basin. 4. Hired a contractor to make emergency repairs. 5. Utilized the reverse 911 system (first time used for a "non-disaster" incident). 6. Contacted a rental company for a high-line bypass pump and piping. 7. High-line bypass piping was installed. 8. A temporary connection was made into the existing older 14" ductile iron pipe referred to as the secondary force main. 9. Posted signage along the Batiquitos Lagoon trail near the NBLS. 10. Ponto Beaches were closed North and South of the jetty (beaches were closed for eight days until water sample results were satisfactory to the County Department of Health (CDH)). 41Page 11. Per on-site meeting results with DFG, Batiquitos Lagoon Foundation, CDH and LSA & Associates, City staff removed and hauled away contaminated soil on the Batiquitos lagoon trail and imported sand and decomposed granite to replace approximately 1-2" of removed soil (approximately five cubic yards). 3.8 Water Quality Data Water quality tests were conducted from the initial spill date (Sunday 10/7) through Friday 10/13. These water quality reports, conducted by the EWA laboratory, are included in the Weston Solutions environmental report as Attachment #2. 3.9 Assessment of Ecological Impacts LSA providing a report based on land area ecological impacts based on the area in proximity to the trail {report included as Attachment #2). City staff removed roughly 10 CU of brush to gain access to manhole #2 (Figure 7) and will meet with Fish and Game officials and the Batiquitos Lagoon Foundation to negotiate the extent of mitigation limits. 3.10 Short and Long-Term Effects of the Discharge Weston Solutions was contracted to provide the City with a comprehensive report based on the potential and known short and long-term effects of the discharge. This report is included as Attachment #3. 4.0 Conclusion The extreme depth of the existing NBLS 14" force main near the observed area where surfacing effluent occurred minimized the ability to perform a complete forensic analysis. By isolating the suspected failure point of the force main, through utilizing a pipe cap and existing valves, the decision was made to realign (see Figure 4) to install a permanent repair. The spill was a result of the sewer line break initially identified on Sunday, October 7, 2012. The precise location of the break is unknown at this time, but is suspected to be within the limitof the City's pump station located at 7382 Gabbiano Lane in Carlsbad, California (Figure I; all figures are attached). Emergency response efforts began immediately upon report of the break and continued through Wednesday, October 10. Response effortprimarily included the installation of a temporary high line from the pump station west to the force main in order to bypass the area of suspected break and prevent further spillage. On Tuesday, October 9, LSA biologist Dan Rosie attended a field meeting with representatives from the City, Batiqu itos Lagoon Foundation (BLF), and California Department of Fish and Game (CDFG). The meeting waheld to determine the extent and limit of direct impacts resulting from emergency response efforts. Limitof impacts were agreed upon by all parties present and approved by Warren Wong of the CDFG. Temporary impactto upper coa tal salt marsh vegetation were necessary to provide direct access to various manholes and for staging of vehicles and equipment during emergency response effort (Figure 2). The City is proposing permanent impactto accommodate future access to a manhole that was previously surrounded by dense vegetation. Emergency response efforts resulted in approximately 2,326 square feet (0.053 acre) of temporary impactand approximately 126 square feet (0.003 acre) of proposed permanent impacts to upper coastal salt marsh vegetation. The BLF is proposing permanent impacto allow an additional 3-foot-wide swath west of the Nature Center to remain unvegetated as an alternative to lagoon visitors using the paved road. Permanent i mpacts to upper coastal salt marsh vegetation proposed by the BLF include approximately 126 square feet (0.003 acre). October 2012 iii Batiquitos Lagoon Spill Monitoring Draft Water Quality Report 1.0 BACKGROUND AND INTRODUCTION October 2012 Batiquitos Lagoon is a coastal wetland located in northern San Diego County between the Cities of Carlsbad and Encinitas, and is run by the California Department of Fish and Game as a nature reserve. The lagoon encompasses 610 acres, with an approximately 55,000 acre drainage basin. It is primarily a saltwater lagoon with tidal influence at the western end and two freshwater tributaries, Encinitas Creek and San Marcos Creek at the eastern end (Figure 1 ). A sewage spill was discovered close to the City of Carlsbad (City) Water District's pump station in the Batiquitos Lagoon Ecological Reserve on the morning of October 7, 2012. The sewage spill was the result of a main line breaking early in the morning that was reported at approximately 08: 10 hrs. The pump station was closed off to fix the main, and as a result, the sewage backed up through manhole 1 and manhole 3, as indicated on Figure 1. A total of 32,040 gallons of sewage was released over the duration of the event. Weston Solutions, Inc. (WESTON) was contacted by the City to summarize the results of bacteriological monitoring from samples collected immediately after the spill and to produce a water quality report summarizing the results. The samples were collected by City personnel and analyzed by the Encinas Wastewater Authority Laboratory. In addition, Weston was contracted to assess the salt marsh vegetation and collect samples from the intertidal sediment for invertebrate species composition. The water quality assessment is presented in this report. The biological assessments will be produced when the taxonomic analyses have been;a~; Figure 1. Of these nine sample locations, six were sampled multiple times over the 6-day period. These six locations are defined in Table 1 and presented on Figure 2. Table 1. On Sunday, October 7, when the spill occurred, the maximial tidal height was 4.24 feet above mean lower low water (MLLW). The last sample was collected on Friday, October 12, when the maximal tidal height was 5.09 feet above MLL W. Intertidal areas potentially exposed to sewage from the spill would have been inundated by flooding tides below these levels, but intertidal sediments greater than 5.09 feet above MLLW would have remained exposed until spring tides induncated the lagoon the following week. Weston Solutions, Inc. 3 Batiquitos Lagoon Spill Monitoring Draft Water Quality Report 2.3 Sample Collection and Analysis Methods October 2012 Samples were analyzed at the Encinas Wastewater Authority Laboratory in Carlsbad, California, certified by the Environmental Laboratory Accreditation Program (ELAP). At each sample location, one 100 milliliter (mL) sample was collected for analysis by: quantification of fecal indicator bacteria by culture-based methods. The analytical laboratory methodologies and Assembly Bill 411 (AB411) water quality objectives (WQOs) are presented in Table 3. The laboratory electronic data deliverable file, which contains the field sample information, as well as laboratory methodologies and sample qualifiers may be found in Appendix A. Table 3. In some cases, the reporting limit was 1 colony I 100 mL, but for other samples, the reporting limit was 500 or 1 ,000 colonies/1 00 mL. In cases where the reporting limit was greater than the WQO for a given analyte, the result was marked with an asterisk in the results tables and figures. Total coliforms concentrations, fecal coliforms concentrations, and Enterococci concentrations are presented graphically as column charts on Figure 4. Column charts were created for each of the three indicator bacteria. The red line on each of the charts indicates the limit of the WQO. The symbol noted in the footnote of Figure 4 shows the indicator bacteria results that are inconclusive due to the variability of the laboratory method detection limits. Weston Solutions, Inc. 4 Batiquitos Lagoon Spill Monitoring Draft Water Quality Report 3.0 BACTERIOLOGICAL RESULTS ' October 2011 The indicator bacteria concentrations for each of the samples collected directly after the sewage spill on October 7, 2012, are presented in Table 4. Concentrations greater than applicable WQOs are shaded purple. Monitoring site locations are shown on Figure 2. Samples were only collected on the first day of sampling at the Nature Center and 100ft north of the Nature Center. A sample was also collected only once across from the lift station on the fourth day of sampling. All indicator bacterial concentrations exceeded the WQOs at the Nature Center. Both total coliform concentrations and fecal coliform concentrations exceeded the WQOs at the sample taken 100ft north of the Nature Center. Enterococci concentrations were within the WQO at this location, but due to laboratory method detection limits, the results do not have a quantifiable number to report. Results for both fecal coliforms and enterococci concentrations are inconclusive at this location due to the laboratory method detection limits; and total coliform concentrations were within the WQOs. Samples were not collected at Trail Post #3 and Trail Post #7 on the first day of sampling. All indicator bacteria concentrations exceeded WQOs on the second day of sampling at these locations. On the third day of sampling, total and fecal coliforms concentrations exceeded WQOs at Trail Post #3; results for Enterococci concentrations are inconclusive at this location due to the laboratory method detection limits. The same is true for all indicator bacteria concentrations at Trail Post #7 on the third day of sampling; however, it should be noted that total coliforms concentrations did not exceed the WQO at Trail Post #7 on the third day as the laboratory method detection limits were set at 1 ,000 Colonies/ I 00 mL, and concentrations were less than 1,000 Colonies/100 mL. On the fourth day of sampling, all indicator bacterial concentrations exceeded WQOs at Trail Post #3, and all indicator bacterial concentrations were within WQOs at Trail Post #7, but due to laboratory method detection limits, the results do not have a quantifiable number to report. Samples were collected on all five of the sampling days at the Interstate 5 (1-5) Bridge and the North Coast Highway 101 (Hwy 101) Bridge. Indicator bacteria concentrations were all within WQOs on the first day. On the second day of sampling, total coliforms concentrations were within the WQO, but fecal coliforms concentrations exceeded the WQO at the 1-5 Bridge. Results for Enterococci concentrations are inconclusive at this location due to the laboratory method detection limits. The same is true for all indicator bacteria concentrations at the Hwy 101 Bridge on the second day of sampling; however, it should be noted that total coliforms concentrations did not exceed the WQO on the second day as the laboratory detection limits were set at 1,000 Colonies/1 00 mL, and results were less than 1,000 Colonies/ I 00 mL. Indicator bacteria concentrations were all within the WQOs the last three days of sample collection. Samples were not collected at North of Jetty and South of Jetty on the first day or last day of sampling efforts. October 2012 7 Batiquitos Lagoon Spill Monitoring Draft Water Quality Report October 2011 The results of the bacteriological assessment indicate that concentrations of all three indicator bacteria were greater than the WQOs at Sites A and B closest to the location of the sewage spill on the first day of monitoring. Concentrations at these sites generally decreased over time, but remained above the WQO at Site B for total coliform and fecal coliforms on October 9 and 10. Enterococcus concentrations were greater than the WQO on the last day of monitoring at Sites A and B, but total and fecal coliform concentrations were below their respective WQOs by this time. During the five-day sampling event, total and fecal coliform concentrations were below WQOs at all sites other than Sites A and B closest to the site of the spill. These results suggest that the spill may not have influenced water quality in areas outside of the immediate spill area. Enterococcus concentrations did exceed the WQO at Sites Cand Don October 8, one day after the spill, but not on subsequent sampling days. The impacts were necessary as part of the emergency response to the October 7, 2012, wastewater spill. The HMP does not address temporary impacts. The replacement will be in situ, with the exception of one area (0.008 acre) where the affected habitat is isolated from nearby habitat by an unauthorized section of trail. In the case of the isolated area, the restoration will be implemented within the unauthorized trail. Temporary impacts to coyote brush scrub (0.030 acre) will be mitigated by in situ restoration of like habitat. Permanent impacts to coyote brush scrub (0.006 acre) will be mitigated at 2:1 with the restoration of0.006 acre of coastal sage scrub at an unauthorized trail head southeast ofthe pump station on the northeastern edge of the trail.
