According to Demere (2013),recent fieldwork by San Diego Natural History Museum personnel has demonstrated that terrestrial vertebrate fossils recovered locally from some of the mapped exposures of the middle ·Eocene "Santiago Formation" (Attachment 3) are correlative with those found in the upper. Oligocene (28 to 30 million year old) Sespe Formation of the Ventura, California area. Fossil remains collected from these new localities include bones and teeth from insectivores, rabbits, carnivores, oreodonts, and deer-like animals, which suggests a late Oligocene age rather than a middle Eocene age. The Pleistocene unnamed marine terrace deposits and the "Santiago Formation" sediments, as shown on Attachment 3, have been assigned a "high paleontological resource sensitivity" by T. A. Demere and S. L. Walsh (1993, Paleontological Resources-County of San Diego), which typically requires that a paleontological monitoring program be implemented in order to mitigate the potential loss of fossiliferous materials. Paleontological monitoring of excavation activities occurred intermittently, as needed, between · October 27, 2014 and November 17,2014. The lowest elevation achieved for the excavation of the main structure pad was to approximately 56 feet AMSL, whereas lower pad footings and pool footings were excavated to elevations of 50.5 and 47 feet AMSL, respectively. No fossiliferous marine terrace sediments were encountered during the excavation process. Pre-Pleistocene formational sediments were not observed during the excavation activities .. Based on this investigation, no significant paleontological resources are regarded as having been either lost or otherwise adversely affected by excavation activities concomitant with site preparations for the De Anda Residence construction project (CDP No. 13-30). The City of Carlsbad's mitigation .. requirements for preserving significant paleontological resources are thus considered to have been· satisfactorily completed.
