Approximate contours at 1' intervals for slopes less than 5%; 2' intervals for slopes between 5% and 10%; and 5' intervals for slopes over 10% (both existing and proposed). To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.aov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project witl either be subject to 'Standard Stomiwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff detennines that the questionnaire was incorrectly filled out and is subject to more stringent stonn water standards than initially assessed by you, this will result in the retum of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in detennining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development appibation submission. The Planning Division has reviewed your minor Coastal Development Permit, application no. CDP 15-07, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. The second list is project issues of concern to staff. In order to expedite the processing of your application, the "incomplete" items and your response to the project issues of concern to Staff must be submitted directly to your staff planner; therefore, please contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter summarizing how all identified incomplete items and/or project issues have been addressed; and (3) five (5) sets of revised plans. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted, the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. Please submit for a Nonconforming Construction Permit. The existing detached, two-car garage does not meet the current front yard setback of 20' from the property line. A nonconforming structure can only expand 40% ofthe structure or 640 s.f., whichever is less. 2. The front property line is located 10' back of the existing curb. Please show the existing curb and the property line on the site plan. ISSUES OF CONCERN Planning: 1. Please add the project number to the top right corner of the plans: CDP 15-07. 2. As noted in "Incomplete Item" #1 above, the existing two-car garage does not meet the current 20' front yard setback. Since the front property line is located 10' back ofthe existing curb, the garage is only 16' from the front property line where 20' is required. Additionally, the garage does not meet the 10' separation requirement from the attached solid roof porch ofthe existing home. Any expansion of a nonconforming structure requires the new construction to meet all current development standards, including setbacks and building separation. Please revise the project to comply with the setbacks listed below since the second dwelling unit cannot be approved as proposed. 3. On the site plan, please show the required setbacks from the property line as follows: a. Front: 20'. b. Sides: 7' c. Rear: 14' d. Show at least 10' separation of structures. 4. Please confirm that the distance from the garage to the side property line is 9'6". The approved plans for the garage show a dimension of 7'. Please also confirm the distance from the rear property line to the rear ofthe home once the front property line is correctly shown. 5. The second dwelling unit requires at least one off street parking space. Please show one parking space for the second dwelling unit with a width of at least 8.5' and area of at least 170 s.f. This parking space shall be located outside ofthe public right-of-way. 6. Please revise the square footage shown in the scope of work to be consistent with the square footage shown in the building data area. 7. The Nonconforming Construction Permit requires a 300' notice to surrounding property owners. The minor Coastal Development Permit requires a 100' notice to surrounding occupants. Please provide two sets of labels for the 300' owners and 100' occupants (should be labeled as "Current Occupant"). Fire Department: 1. Fire comments, if any, to come under separate correspondence.
