The project area consists of seven public beach accesses along the west side of Ocean Street, from just north of Oak Avenue to Rue De Chateaux. The accesses have been titled according to their nearest intersection to Ocean Street (i.e., Oak Avenue, Carlsbad Village Drive, Grand Avenue, Christiansen Way, Beech Avenue, Cypress Avenue, and Rue Des Chateaux). The exact addresses and corresponding parcel numbers for the accesses have been provided in the Land Use Review Application. The City of Carlsbad is responsible for the ongoing maintenance and refurbishment of these public beach accesses. Due to age, wear, and marine air influences, several of these accesses are currently in significant need of refurbishment. Conceptual plans for the refurbishment and improvement ofthe accesses have been developed and thoroughly vetted though the City Coastal Corridor Committee and two public input processes. The conceptual plans propose to generally refurbish and improve these seven public beach accesses by making the stairs, railings, and landings more attractive/inviting; providing amenities like bike racks, benches, and trash/recycling receptacles that match those in the adjacent Village, adding low lighting at the stairs and crosswalks on Ocean Street for safety purposes; increasing access for the disabled to the street-level landings; beautifying the wider accesses with drought tolerant landscapes, and enhancing security/aesthetics for neighbors. More specifically, the plans call for the removal/replacement or restoration of the concrete stairs; the upgrading of existing hand/guard rails and gates to marine grade black steel; the reconfiguration of selective landings and outlooks to allow for better seating and viewing opportunities; the introduction of drinking fountains at three accesses; the updating of entry sign age in keeping with that of the Village parking lots; and the removal/replacement of aged wooden property line fences with attractive skim-coated walls. The conceptual plans are included for reference within this application package.
