Description/Explanation: See attached documents. This project will replace temporary orange fencing, currently surrounding a naturally formed sea cave, with a chain link fence.The sea cave is located approximately 350 feet north of Manzano Drive, on the bluff face, in Carlsbad at the Terramar Bluffs.The foot print of the fencing is 40 foot by 110 foot, encompassing the entire cave and the surrounding area to keep people at a safe distance. The fence will match existing fence at 4' tall. The sea cave, measured on April 11, 2016, was approximately 30 feet wide, 18 feet deep and 28 feet high. The roof thickness was about 5 feet thick at the front face and about 4 feet thick at the apex of the roof. Currently, the sea cave has expanded to approximately 50 feet wide. For the public safety, we hope to keep fencing away from sides of cave at 110 feet. This project will entail a total of 23 posts for the fencing to attach to.There will be one-two foot deep hole dug at each corner and additional posts every 10 feet.Each of the four corner posts will have two bags of concrete to secure the terminal posts.All remaining posts (19) will each have one bag of concrete to secure the post.The fencing will only be placed from the existing fence-to the east, away from the bluff face.There is an unauthorized foot trail west of the bluff face, also currently marked off with temporary fencing, that we will not be replacing with chain link fence. The goal of this project is to keep the public safely out of the sea cave area and post signs on the fencing alerting the public to the dangerous bluffs. The sea cave, measured on April 11, 2016,is approximately 30 feet wide,18 feet deep and 28 feet high.The roof thickness is about 5 feet thick at the front face and about 4 feet thick at the apex of the roof. This project will entail a total of 23 posts for the fencing to attach to.There will be one-two foot deep hole dug at each corner and additional posts every 10 feet.Each of the four corner posts will have two bags of concrete to secure the terminal posts.All remaining posts (19) will each have one bag of concrete to secure the post.The fencing will only be placed from the existing fence-to the east, away from the bluff face.There is an unauthorized foot trail west of the bluff face, also currently marked off with temporary fencing, that we will not be replacing with chain link fence. The goal of this project is to keep the public safely out of the sea cave area and post signs on the fencing alerting the public to the dangerous bluffs. Hayne Palmour IV CARLSBAD — A huge sea cave that opened up this winter at a Carlsbad beach won't be torn down, but new warning signs and a permanent fence will be installed to keep people away from it, state parks officials said this week. The narrow state beach along Carlsbad Boulevard near the foot of Cerezo Drive is one of many areas where North County bluffs were badly eroded this year by high tides and powerful waves. Just this week, part of a 100 -foot cliff collapsed in Del Mar, prompting immediate fears that people had been trapped under the debris. The cavity chewed deep into the bluff and beneath a trail frequently used by joggers, tourists and dog walkers. State parks and city officials had discussed the possibility of intentionally collapsing the cave to remove the hazard, perhaps with explosives or high-pressure fire hoses, but recently decided against messing with Mother Nature. "We've had some scientific evaluations of the cave" that showed it could collapse at any time or stick around for years, state parks Superintendent Robin Greene said Thursday. "We're treating it as a natural formation," state parks Supervising Ranger Lisa Urbach said this week at a meeting of Carlsbad's Beach Preservation Commission. Still, people often ignore the warnings and risk their lives by walking on the seaward side of the fence, Greene and Urbach said. "Tons of people do it," Greene said. Despite more warning signs on the beach 50 feet below the bluff, vandals sometimes enter the cave to carve their initials or other graffiti into the soft sandstone walls. Park rangers patrol the area and often ask people to stay away from the cave, which is not in an area protected by lifeguards. Also, Greene said, they have requested a "superintendent's order" that will allow rangers to issue tickets to people caught in the cave. "We'll contact parents where that's appropriate," she said, and that should help spread the word that the cave is dangerous. The new fence will be the same type of low, plastic-coated chain-link fence already used in the area, she said, and it should be installed by the end of the month. The barrier is designed to stop small children or runaway pets, but not an adult determined to cross it. The Carlsbad Fire Department, which provides emergency medical services to all seven miles of state beach in the city, helped erect the temporary fencing and signs, and supports the state's handling of the cave, Fire Chief Mike Davis said Thursday.
