Re: Entitlement Processing Schedule for CDP 96-14
Dear Mr. Holzmiller:
On behalf of the project applicant Cox Communications PCS, L,P., I would like to
request that City Planning staff examine whether it can expedite the entitlement
process for Coastal Development Permit (CDP) 96-14, a Cox PCS telecommunication
facility at 4901 El Camino Real. The applicant's goal is to expedite the entitlement
process as much as possible within the City's established parameters and in
conformance with coastal development requirements.
The reason for the applicant's request is threefold:
(1) The project is somewhat unique in that it is already covered by approved
conditional use permit (CUP 96-05), which was submitted on February 29, 1996,
and approved on December 4,1996. As you know, during the project's
entitlement process, a Local Coastal Program was adopted and is now being
administered by the City. As required, the applicant applied for a Coastal
Development Permit, and the CDP application was deemed complete January 13,
1997.
I'm am informed by the staff planner, Elaine Blackburn, that once the applicant
submits a response to comments, which was done on March 13, the project may
be put on the Planning Commission agenda in another 10 to 12 weeks. I
understand and that the project must be reviewed internally and that the
applicant must obtain a CDP approval at a public hearing. However, I believe
waiting another 10-12 weeks before a public hearing is somewhat excessive for a
project of this magnitude which has already been approved as a CUP.

(2) The project has not changed in any way from the approved CUP 96-05 project.
(3) The CDP planning application and supplemental submittals included essentially
all the same information that was given to the City during the original CUP
process. There were some very minor modifications based on CDP submittal
requirements.
In conclusion, please let me know if there is any way to expedite the entitlement
process for CDP 96-14 to less than the estimated 10 to 12-week timeline. Also, I
acknowledge that the applicant and agent have a responsibility to resubmit
information and respond in a timely manner. I assure you I will make every effort
to do just that.
Please inform me of your response as soon as possible, so I can inform the applicant.
