King 1517 Rim Rock Drive Escondido, CA 92027 SUBJECT: PRE 97-14 - WOLLAN RESIDENCE APN: 210-020-23 A preliminary review of your project was conducted on March 6, 1997. Listed below are the issues raised by staff. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. The preliminary review does not represent an in-depth analysis of your project. Additional issues of concern may be raised after your application is submitted and processed for a more specific and detailed review. Planning: 1. The proposed project site is located within the Coastal Zone (Mello II segment of Carlsbad's Local Coastal Program and within the appeal jurisdiction of the California Coastal Commission). Accordingly, this proposal shall require the issuance of a Coastal Development Permit. If the proposed project improvements cost less than $60,000, then the Coastal Permit would be considered a "Minor Coastal Permit" which would be issued by the Planning Director. Otherwise, the project would be a "Major Coastal Permit" which would have to be approved by the Carlsbad Planning Commission. Once the project has been approved by either the Planning Director or the Planning Commission it will be subject to appeal to the California Coastal Commission. If an appeal is made, no Coastal Development Permit shall be issued until the appeal to the Coastal Commission has been resolved. 2. This project is consistent with all applicable development standards of the underlying R-1 One Family Residential Zone and also appears to comply with all applicable policies and provisions of the Mello II Local Coastal Program. However, neither of the proposed accessory living quarters (bedroom/bath additions) shall be permitted to include permanent kitchen (cooking) facilities, be rented or otherwise used as a separate dwelling unit.
