Please describe fully the proposed project by application type. Include any details necessary to adequately explain the scope and/or operation of the proposed project. You may also include any background information and supporting statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation: The attached project is submitted under a Non-residential Planned Development Application and consists of two (2) lots, Numbers 11 and 14, at Carlsbad Ranch totaling 7.38 acres. The project will be master planned and a lot line adjustment will be submitted for the property. This was necessitated by both the unusual configuration of the property and the Legoland View Corridor extending across the middle of Lot 14. Additional applications included in this package are: Supplemental Application for a Coastal Development Permit, Land Use Review Application, and a Site Development Plan. The project consists of two (2) three (3) story commercial office buildings of forty-one (41) feet in height with an entry tower element at forty-five (45) feet in height. Each building will provide 62,000 gross square feet of standard commercial office space. Parking is provided at one space per two hundred and fifty square feet with a required total of four hundred and ninety-six cars of which twenty-five percent are compact. All required parking is on grade in surface lots. The buildings address Fleet Street and provide a guest parking area for twenty-eight cars. The majority of parking is distributed behind the buildings and along the sides. The buildings are positioned on the site to create a pedestrian court that along with third floor decks provides the required outdoor space for the project. All mechanical equipment is ground mounted in masonry enclosures located in the parking lot with walls of sufficient height to screen equipment from view. The exterior design conforms to the Design Guidelines using an expression of columns and beams along with recessed windows to articulate the exterior surface of the building and provide relief to create shade and shadow on the building. A projecting tower element is located at the main entry to break the building mass vertically and horizontally and provide a clearly defined entry element. The third floor of the building is set back and articulated from the base to reduce the overall mass of the buildings and create additional shadow on the exterior. Minor focal points are provided on the side elevations to reduce the overall scale of the building and provide additional interest in the design.
