SUBJECT: TERRAMAR BEACH HOUSE (RICHARD’S FAMILY RESIDENCE)
COASTAL DEVELOPMENT PERMIT 97-32

Dear Bob,
This letter is to confirm our discussion on September 22, 1997, about this project and the questions
I had pertaining to the application. The items that I am referring to are as follows:
1. SITE DRAINAGE: We had previously asked for a clarification on whether we could pump
our drainage up into the existing storm drain in Carlsbad Boulevard. The answer you gave
me after your discussion with Lloyd Hubbs, the City Engineer, is that no pumping will be
allowed, that the drainage system will be a gravity flow system in a pipe over the bluff in the
area of the existing gunnite, and that no other alternative is available.
2. DRIVEWA Y DESIGN: The question came up on the future grade for Carlsbad Boulevard
adjacent to this project. The current grading plan as submitted tied into the existing street
grades. The City several years ago had a plan prepared that showed future curb elevations
higher than existing grades. You indicated that you discussed this with Lloyd and he also said
to use the kture elevations for the basis of our driveway design.. I suggested that we show
two designs on our plans, the first being the driveway tying into the existing grades and the
second design showing how the driveway could be modified to tie into future curb grades.
At this time, we would build the driveway to existing grades and that the cost differential
between the two alignments be included in either cashing out of the street requirements or the
basis for a future agreement. You had indicated that this alternative would be acceptable.
3. SOILS/GEOLOGY: You have received a letter from Mr. Skelly, reference Peer Review of
the Soils and Geology information for this project. You had previously talked to Mr. Skelly
and he has now put the results of your conversation into writing. You indicated that you
reviewed the letter and indicated that it was acceptable.

In addition to the above, I would like t inform you that Mr. Richards ha confirmed with Mr. Eric
Munoz on September 22, 1997, that a Hillside Permit and Special Use Permit will not be required to
address the proposed gravity drainage system over the bluff as shown on the current application.
With this major question cleared up and the addition of some minor notes relative to the location of
the mean high tide line, our application should be deemed complete. We are making the “issue” list
changes and should be ready to resubmit the application on this Thursday, September 25, 1997.
