A preliminary review of your project was conducted on April 3, 1997. Listed below are the
issues raised by staff. Please note that the purpose of a preliminary review is to provide
you with direction and comments on the overall concept of your project. The preliminary
review does not represent an in-depth analysis of your project. Additional issues of
concern may be raised after your application is submitted and processed for a more specific
and detailed review.
Planning :
1. Regulatory guidance for locating a single family residence adjacent to the beach is
found in the City's Local Coastal Program (consisting of the Mello II Land Use Plan
and its implementing ordinances). According to Section 21.204.050 of the Carlsbad
Municipal Code, a "stringline" method of measurement shall be used to determine
setbacks from the beach but a larger setback may be required if specified by the
Land Use Plan or for geologic reasons. Policy 4-l(a) of the Mello II Land Use Plan
requires that an evaluation similar to the Coastal Commission's Geologic Stability
and Bluff Top Guidelines shall demonstrate that the development area will have
geologic stability for at least 75 years, or for the life of the structure, whichever is
greater.
A setback estimate using the "stringline" approach with the single family homes to
the north results in virtually no bluff top setback since the coastline trends
eastward, paralleling the "stringline". There are also no specific setback
requirements in the Mello II LCP, other than those required for geological reasons.
Therefore, the bluff top setback will be guided by the results of the geotechnical
investigations. The City is currently acquiring a copy of the Coastal Commission's
Geologic Stability and Bluff Top Guidelines to confirm the appropriateness of the
submitted report. A follow up correspondence will address this issue.
Engineering:
1. The Geotechnical Evaluation and Recommendations should follow the guidelines of
the Local Coastal Program. The Engineering Department believes the setback using
this scenario will be 40 feet, similar to the adjacent property south of this site and
will also correspond to the adjacent property's Geotechnical Report.

2. The setback line appears to be airborne at the southwest corner of this site and a
more specific setback could be identified by an engineer or surveyor.
3. The bluff setback area should remain clear of patio decks, planter areas and yard
drains that would endanger bluff stability.
4. The public improvements and dedication along Carlsbad Boulevard should be shown
and anticipated. Construction and dedication will be required along with the
proposed development.
5. Ideally, the building footprint should be shown. The landscape drains and elevations
should also be considered at this stage because of the limited options available. It
appears that the proposed residence is lower than the street.
