SUBJECT: SDP 97-2WDP 97-52 - KELLY CORPORATE CENTER
Dear Bill:
Enclosed is a copy of the “Transportation Analysis for the Kelly Corporate Center” prepared by
Urban Systems Associates with a revision date of February 1, 1999. Contained in the analysis
are comments from John Kim of the Traffic Division of the Engineering Department. All issues
with the traffic study need to be resolved with John Kim in order for the project to be processed
any further. The project applications were originally submitted on November 17, 1997 and were
deemed complete on November 10, 1998. To comply with the permit streamlining act a decision
must be made on the applications by May 10, 1999. This means that the latest the Planning
Commission Hearing could be is May 5, 1999. For this to occur all required information and
plans including a traffic analysis approved by the Engineering Department must be received by
March 1,1999.
The remaining time is needed to review the revised project plans and environmental studies,
prepare the environmental document, staff report and resolutions, provide the required public and
agency review period on the environmental document, notice the public hearing, and finally
management review of the documents. This assumes’that a Mitigated Negative Declaration can
be prepared for the project which has not been confirmed. The environmental determination as
stated in the November 10, 1998 complete application letter is that a Focused EIR is required.
Should the traffic analysis continue to conclude that the growth management performance
standard fails to be met the project could not be considered for approval without the preparation
of an EIR and a Statement of Overriding Considerations.
Please submit all outstanding plans and studies by March 1, 1999. A traffic study which has
already been approved by the Engineering Department showing that the growth management
performance standard for circulation is met is due no latter than March 1, 1999. Should this
deadline not be observed the applicant will have the option of withdrawing and resubmitting the

applications at a latter date or it will be necessary for me to schedule the project for hearing with
a recommendation of denial.
