PROJECT DESCRIPTION / EXPLANATION
PROJECT NAME: RANCHO REAL
APPLICANT NAME: ATHALON PROPERTY SERVICES GROUP, INC.
Please describe fully the proposed project. Include any details
necessary to adequately explain the scope and/or operation
of the proposed project. You may also include any
background information and supporting statements regarding
the reasons for, or appropriateness of the application. Use an
addendum sheet if necessary.
Description/Explanation:
Rancho Real is a 39 lot subdivision for 35 single family homes situated on 16.85
acres.
The project conforms to existing zoning and the existing general plan. TM 90-13
was approved in 1991 and was extended in 1993. An application for a 1 year extension
of the TM has been filed with the City of Carlsbad. This determination should be made
by early May, 1997.
The project contains public streets and a small recreation area containing a sand
volleyball court, plus a rec. vehicle storage area.
There is extensive open space and common area, comprising 74% of the project
site. All open space and common landscaping, including the recreational areas, will be
maintained by a homeowners association.
A small portion of the southern boundary of the project
encroaches into the 100 year flood plain as identified on the tentative map. This property
will be offered for dedication to the State of California as required by the Conditions of
Approval for the Tentative Map.
When the project was processed for its Tentative Map (TM 90-13) the project
received a negative declaration regarding EIR requirements. No endangered species were
located on the site.
The project contains some evidence of an archeological site. This site will not be
encroached upon by development of the site.

Development costing $60,000 or more does not qualify as a Minor Coastal
Development Permit. The Planning Director shall make the final determination
regarding a project's cost of development.
The primary basis for determining cost of development will be the application of
dollar costs per square foot for different types of residential construction. These
costs are set by the International Conference of Building Officials (ICBO) and
are applied throughout San Diego County.
