Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Site Development Plan and Coastal Development Permit,
application no. SDP 98-06/CDP 98-33, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, April 17, 1998, to either resubmit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an
application is withdrawn or deemed withdrawn, a new application must be submitted.

On the site plan please provide the name of sewer, water and school districts
providing service to the project.
The application must also be signed by the appropriate representatives form Hoehn
Associates II listed as owner of Lot 8 in the Title Report. In addition, the Public
Facilities Fee Agreement form must also be signed and notarized by Hoehn
Associates II.
The Planning Department has determined that an Initial Study (EIA-Part-II) must be
completed for the project per the requirements of the California Environmental
Quality Act (CEQA), therefore, the processing fee of $1.030.00 is required for ,the
EIA-Part II. At this point in time, the Planning Department is anticipating the
processing of a Negative Declaration for the project.
In the data table please include the size of the employee eating area, including the
proposed.exterior and interior eating area. The specific plan requires 2,924 square
feet of employee eating area for the project. The Planning Department allows 40%
of the required employee eating area to be located indoors.

The 2 lots must be consolidated into 1 lot by a lot line adjustment, otherwise, the
project does not meet the specific plan’s required 10 foot side yard building setback
along the interior lot line. In this project, a building crosses the interior lot line and
has no side yard setback where 10 feet is required.
The City’s Landscape Manual requires an 8 foot wide landscape strip along the
exterior perimeter of all parking lots and a 5 foot wide planter island at the end of all
parking lot aisles. (See the marked plan for more details)
The Planning Department recommends that all reference to signs be taken of the
site plan. The signs are not required to be approved by the Planning Commission as
part of the site development plan approval process. The project will be conditioned
to require a comprehensive sign program approved by the Planning Director.
The proposed project does not comply with the building height standards of the
specific plan. The building height limit for the project is a maximum of 30 feet
measured from finished arade to the peak of the roof.
To visually enhance the project in keeping with the high architectural standards of
the area, the Planning Department recommends that some of the building walls and
elevations be further enhanced with design elements, including but not limited to
articulated wall planes, inset windows, window enhancement, and architectural
accent features. The specific plan requires that special attention shall be given to
the architectural details of all west facing building elevations (See the marked plans
for more specific comments).
Engineering:
1. As part of the recordation of Map No. 12242, access rights along Car Country Drive
were relinquished except for three specific driveway locations. The driveway locations
shown on the proposed site plan do not align with the approved access points. The
applicant has two options:
l Re-align the proposed access points as authorized on Map No. 12242, or
l Request the City to quit claim the conflicting locations and re-dedicate access
rights at the ultimate driveway locations. This requirement will be conditioned to
be completed and recorded prior to issuance of a grading permit.
Ultimate intersection spacing shall comply with the standards established in the
approved Specific Plan for the Car Country expansion (minimum 300 feet apart).
2. The buildings are located across the lot lines for Lots 8 and 9. The applicant must
process and receive approval of a lot line adjustment. This document will be included
as a condition of approval and must be recorded prior to issuance of a building permit.
3. Based on the proposed earthwork, a grading permit will be required.
4. The applicant will be required to comply with the provisions of the Clean Water Act
with the issuance of a NPDES permit. The applicant is advised to address the
following:
l Parking lot drainage must be filtered prior to entering the storm drain system.
l The trench drains adjacent to the service bays will need special attention. A
grease and oil separator will be required at this location.
l The applicant will be required to show proof of application of a NPDES permit
through the State Water Resources Control Board prior to issuance of a building
permit.
5. At the loading dock behind the main building, the aisle width must be maintained at a
minimum of 24 feet clear distance even if a truck is parked for delivery purposes. The
plans should indicate the clear distance.
6. The concrete curb inlet proposed at the southwest corner of the property must not
encroach into the existing utility easement and should be realigned.
7. The project must maintain adequate sight distance corridors at all driveways on Car
Country Drive and the sight line must be shown on the site plan. The sight distance
evaluation should take into consideration a design speed of 45 mph. In addition, two
driveway locations show the installation of monument signs that may conflict with
appropriate sight distances.
