COMPLETENESS & ISSUES REVIEW
Engineering Department staff has completed a review of the above-referenced project for
application completeness. The application and plans submitted for this proposed project are
considered complete. Additionally, staff has conducted a review of the project for engineering
issues of concern. Engineering issues which need to be resolved or adequately addressed prior
to staff making a determination on the proposed project are as follows:

The swale which extends along each side of the house must be located one foot from
the property line and 5 feet from the building foundation. Please revise plans to indicate
these distances on the plan.
Show correct direction of grade on driveway. The lot slopes down eastward yet the
driveway slopes down westward. Please revise plan to show the driveway's correct
grade.
The front property line is located 23 feet from the street center line, not 20 feet. Please
revise plans accordingly.
Until recently, the City did not permit concentrated drainage (i.e. underground drains,
drainage ditches, etc.) to flow onto any underlying properties. All drainage had to sheet-
flow to the underlying property. Many property owners were informed of this restriction
and have designed their lots to drain accordingly. Do to issues which have surfaced
regarding this restricted design, City staff is now permitting underground drains to be
installed across the underlying property provided that the necessary easements for such
cross drainage are obtained from the underlying property owner. Although the proposed
"sheet flow" design is still acceptable, you may redesign your drainage with the use of
an underground drain. If you choose to redesign accordingly, Condition No. 3 written
below will apply.
Once the aforementioned issues are adequately addressed the following conditions of
approval shall be incorporated into the adopting resolution:
1. The developer shall pay all current fees and deposits required.
2. The owner of the subject property shall execute an agreement holding the City harmless
regarding drainage across the adjacent property.
3. The owner^shall record a deed restriction on the property which relates to the proposed
cross lot drainltgsshown on the site plan. The deed restriction document shall be in a form
acceptable to the City^ngineer and shall:
A. clearly delineate the limits of the drainage course;
\.NB. state that the drainage course is to be maintained in perpetuity by the
underlying property owhec and
C. state that all future use of the property along the drainage course will not
restrict, impede, divert or otherwise after drainage flows in a manner that
will result in damage to the underiying^qnd adjacent properties or the
creation of a public nuisance.
