SUBJECT: CDP 98-40 - SEVERINO SUBSTANTIAL CONFORMANCE
Dear Don:
The Planning Department has received and reviewed your request for a
determination of substantial conformance for the Severino development (CDP
98-40). As ‘stated in your attached letter, the scope of the project has been
adjusted due to unforeseen soil stability issues that require off-site grading and
recompaction.
Since the resulting development will not differ from the original approvals and
permission to grade the adjacent property has been received by the owner, the
Planning Department has determined that the application qualifies for substantial
conformance with the approved permit and therefore, approves the changes to
the project based on Planning Director Administrative Policy No. 35.
A copy of the proposed revisions are attached for your reference. Please

Planning Commission Resolution # 4337, dated Aug 5, 1998 approved Coastal Development Permit, CDP 98-40, for the Severino Residence - Parcel 3 of Parcel Map No. 16177, in the City of Carlsbad, County of San Diego, State of California, filed in the office of the County Recorder, San Diego County, Aug 3, 1990 as file no. 426725 of official records.
Southern California Soils & Testing conducted additional soils tests which reveal that original grading for the area between Lots 3 & 2 is undocumented fill and will require remedial grading & recompaction to stabilize the side slope, protect the retaining wall, brow ditch & drainage facilites between Parcels 3 & 2. Additional grading is also required to complete access to Parcels 3 & 2. The proposed areas for revison are shown on the attached Grading & Drainage Plan, Dwg 368-6A. Additional erosion will not occur as a result of the requested revision to the Grading & Drainage Plan. Due to scheduling it will be necessary to complete the remedial grading after Ott 1 but before Nov 30, 1999.
Attached are: 1) Letter of Permission to Grade from Cyril F. Kellett, Owner of Parcel 2 2) Sep 8, 1999 Update/Addendum to the Soils Report prepared by Southern California Soils & Testing for Pare1 3.
Justification: The proposed revision will not change proposed pad elevation for Parcel 2, affect drainage between Parcel 2 & 3, nor affect conditions of approval contained in P.C. Reso 4337.
Therefore, on behalf of Mr Severino, please find the proposed construction revisions stated above, and shown on redlined blueprints submitted to the Engineering Department, in Substantial Conformance with CDP 98-40 & the approved Grading & Drainage Plan, Dwg 369-6A; and, allow the remedial grading to be completed before Nov 30, 1999.
Please review this request for a revision to CDP 98-40 with supporting documents. If, after review, additional information is required, please call Don Agatep, (760) 434-l 056, as soon as possible.
