SUBJECT: CDP 98-57 - 411 Tamarack Avenue
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Coastal Development Permit, application no. CDP 98-57, as
to its completeness for processing.
The application is complete, as submitted. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by the
date of this communication. The City may, in the course of processing the application,
request that you clarify, amplify, correct, or otherwise, supplement the basic information
required for the application. In addition, you should also be aware that various design
issues may exist. These issues must be addressed before this application can be scheduled
for a hearing. The Planning Department will begin processing your application as of the
date of this communication.

Engineering:
1. According to the title report provided, an easement for drainage granted to
the City of Carlsbad exists on a portion of the property. Please plot this
easement on the site plan. Also, it appears that an easement should exist for
the overhead utilities although no record appears on the title report. The
location of the overhead utilities needs to be plotted as well as any related
easements which may accompany them.
2. The chain link fence located the length of the west property line appears to
interfere with vehicular site distance for motorists exiting the site. Please
plot the line of site on the plan and relocate the fence accordingly.
3. Show the edge of sidewalk. There is a sliver of parkway which exists
between the property line and the edge of sidewalk.
4. It appears that the drainage is proposed to concentrate into one location at
the rear corner of the lot. Is this an existing or proposed condition?
Considering that no grading is proposed, I expect that this drainage is
illustrated as an existing condition. Yet, it appears from a site visit that the
runoff will sheet flow across various locations on the property rather than
converge at the corner of the property. Please clarify.
5. A condition will be added to the permit requiring that the applicant offer for
dedication a 20 foot easement for street right-of way as shown on the site
plan exhibit for CT 87-4 on file with the City Planning Department. This
right-of-way is needed for potential future improvements to Tamarack
Avenue.
