COMPLETENESS & ISSUES REVIEW
Engineering Department staff has completed a review of the above-referenced project for
application completeness. The application and plans submitted for this proposed project are
considered complete. Additionally, staff has conducted a review of the project for engineering
issues of concern. Engineering issues which need to be resolved or adequately addressed prior
to staff making a determination on the proposed project are as follows:
1. Add a note to the plans stating "no grading of the property is proposed".
2. Please show existing 6' utility easement along the back portion of the lot.
Once these items are addressed, the following conditions need to be added to the project:
1. The developer shall pay all current fees and deposits required.

SUBJECT: Coastal Development Permit CDP 98-58/Administrative Variance AV 98^
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has
reviewed your application for a Coastal Development Permit and Administrative Variance, application
No. CDP 98-58/AV 98-ftf, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. This list of items must be submitted directly to your
staff planner by appointment. AH list items must be submitted simultaneously and a copy of this
list must be included with your submittals. No processing of your application can occur until the
application is determined to be complete. The second list is issues of concern to staff. When all required
materials are submitted the City has 30 days to make a determination of completeness. If the application
is determined to be complete, processing for a decision on the application will be initiated. In addition,
please note that you have six months from the date the application was initially filed, August 6,1998, to
either resubmit the application or submit the required information. Failure to resubrriit the application or
to submit the materials necessary to determine your application complete shall be deemed to constitute
withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application
must be submitted.

Planning:
^\. Please submit a Public Facilities Fee Agreement and a $50.00 application fee.
i -> 2. Please show the distance of the proposed front setback as measured from the front property line,
not from the curb. A minimum dimension of 20 feet measured from property line to garage is
required for the driveway.
\3,iv Please show the length of the front property line. The side setback requirement is 10% of the lot
width, measured at the 20 foot front setback line, with a minimum requirement of 6 feet.
4. The proposed residence has projections which are not permitted within the required setbacks.
Please revise the plans as follows:
^ a. Bay windows may extend 2 feet into the setback, but may not project to the ground level.
The bay window on the second floor must also be separated from the first floor bay
window and may not contain any usable floor area.

5. Please show the building height measured from the lowest point of either finished or existing
grade (whichever is lower) to the highest point of the roof.
The garage must have a minimum clear interior dimension of 20' x 20'. Please show the interior
dimension of the garage.
Please provide a summary table which contains basic site information on the plans. See attached
General Requirements item A.l.(h),
Engineering:

ISSUES OF CONCERN
Planning:
1. Other variances for front and rear setback reductions have been obtained for cul-de-sac lots
within this subdivision. The lot adjacent to your property obtained a variance to allow a 15 foot
front setback and a 10 foot rear setback and the two end cul-de-sac lots on Franciscan Road have
been approved for 15 foot front setbacks. However, your request appears to reduce the front
setback from 20 to 10 feet. Staff would not support the variance request because the proposed 10
foot setback exceeds the other front setback reductions approved in the neighborhood.
Therefore, staff suggests redesign of the proposal with a minimum of a 15 foot front setback.
2. The residence should be designed to incorporate a hip or pitched roof element on the front
elevation. The La Costa Downs Specific Plan contains architectural guidelines which encourage
pitched roofs. The hip roof design shown on three of the building elevations helps to reduce the
appearance of the building mass of these small lots. In order to help support the variance
request, it is important to incorporate architectural details which help reduce the appearance of
the building from the streetside view.

IV. ENVIRONMENTAL REVIEW
Submit Environmental Impact Assessment (EIA) Part I with Regular Coastal
Development Permits; check with Planning Staff regarding Minor Coastal Development
Permits and Single Family Regular Coastal Development Permits for any environmental
review requirements.
V. GENERAL APPLICATION REQUIREMENTS
(For Single Family Regular and Minor Coastal Development Permits; Regular
Coastal Development Permits covered under separate handout)
A. Site Plan: Four (4) copies for a Minor Coastal Development Permit, four (4)
copies for a Single Family Regular Coastal Development Permit prepared on a
24" x 36 sheet(s) folded to 8!4" x 11". The site plan shall include the following
information:
1. General
a. Name and address of applicant, engineer and/or architect, etc.
b. Location, size and use of all easements.
c. Dimensions and locations of: access, both pedestrian and vehicular,
showing service areas and points on ingress and egress, off-street
parking and loading areas showing location, number and typical
dimension of spaces, and wheel stops.
d. Distance between building and/or structures.
e. Building setbacks (front, rear and sides).
f. Location, height and materials of walls and fences.
Dimensions/location of signs.
A summary table indicating the following information (if applicable to the
application):
(1) Site acreage
(2) Existing zone and land use
(3) Proposed land use
(4) Total building coverage
((5|) Building square footage
(6) Percent landscaping
(7) Number of parking spaces
(8) Square footage of open/recreational space (if applicable)
(9) Cubic footage of storage space (if applicable)
B. Building elevations (all sides of all buildings) and floor plans: Four (4) copies for
a Minor Coastal Development Permit and four (4) copies for a Single Family
Regular Coastal Development Permit, prepared on 24" x 36" sheets folded to
8Vz" x 11" size. The building and floor plans shall include the following:
1. Location and size of storage areas (if applicable)
2. All buildings, structure, walls and/or fences, signs and exterior lights.
3. Existing and proposed construction.
C. Grading and Drainage: Grading and drainage plans must be included with this
application. In certain areas, an engineering geology report must also be
included. Please consult the City Planning and Engineering Department
representative for a determination on any grading plan geotechnical

Planning:
1. Based on the length of the front property line (62.5'), the side setback requirement is 6.25'. Please
revise the plans as necessary.
2. The 2nd floor master bath may not project into the side setback. Encroachments are only permitted if
they do not increase the floor area.
3. The Roof Plan indicates that the roof overhangs beyond the permitted 2 foot encroachment into the
required setbacks. Please revise the plans.
4. Please show the building height measured from the lowest point of either finished or existing grade
(whichever is lower) to the highest point of the roof.
5. Include the total square footage of the residence on the summary table.
6. The site plan includes many superfluous dimensions that result in a plan which is difficult to read.
Please have your project designer meet with staff to discuss what information to include on the plans.
Engineering:
1. The property lines and public utility easement are shown incorrectly on the plans. Please
revise to correspond with the attached drawings.
ISSUES OF CONCERN
Planning:
1. The residence has been revised so that there is now a 10 foot rear setback rather than the
required 15 feet. Staff will not support a variance request for a rear setback reduction.

Your application has been tentatively scheduled for a hearing by the Planning
Commission on April 21, 1999. However, for this to occur, you must submit the
additional items listed below. If the required items are not received by March 23,
1999, your project will be rescheduled for a later hearing. In the event the
scheduled hearing date is the last available date for the City to comply with the
Permit Streamlining Act, and the required items listed below have not been
submitted, the project will be scheduled for denial.
1. As required by Section 65091 of the California Government Code, please
submit the following information needed for noticing and sign the enclosed
form:
A) 600' Owners List - a typewritten list of names and addresses of all
property owners within a 600 foot radius of the subject property,
including the applicant and/or owner. The list shall include the San
Diego County Assessor's parcel number from the latest equalized
assessment rolls.
B) 100' Occupant List - (Coastal Development Permits Only) a
typewritten list of names and addresses of all occupants within a 100
foot radius of the subject property, including the applicant and/or
owner.
C) Mailing Labels - two (2) separate sets of mailing labels of the Property
Owner within a 600 foot radius of the subject property and Occupants
within a 100 foot radius of the subject property. The list must be
typed in all CAPITAL LETTERS, left justified, void of any punctuation.
For any address other than a single family residence, an apartment or
suite number must be included but the Apartment, Suite and/or
Building Number must NOT appear in the street address line. DO NOT
type assessor's parcel number on labels. DO NOT provide addressed
envelopes - PROVIDE LABELS ONLY. Acceptable fonts are: Arial 11 pt,
