PROJECT DESCRIPTION/EXPLANATION
PROJECT NAME: Hosp Grove Trail
APPLICANT NAME: c±ty of Carlsbad
Please describe fully the proposed project by application type. Include any details
necessary to adequately explain the scope and/or operation of the proposed project.
You may also include any background information and supporting statements regarding
the reasons for, or appropriateness of, the application. Use an addendum sheet if
necessary.
Description/Explanation:
This project will begin with a plot demonstration trail that -will originate at the parking
area within the Hosp Grove 5.5 acre Special Use Area across Jefferson Street from the
duck observation area at the Buena Vista Lagoon.
This backbone trail will be a five-foot wide trail made of natural soil and will be created
with the use of volunteer labor. From the parking area the trail will proceed Easterly
through the north edge of the grove to the comer of Monroe Street & Marron Road. The
natural trail will temporarily stop at the intersection/crosswalk, where safe pedestrian
access will cross the street to the Bast Side of Monroe. Development of the natural trail
will then continue. Still heading generally east, the trail will meander through the grove
to a viewpoint, and then continuing to its terminus at Hosp Way and Avenida Magnifies.
If the demonstration trail is successful, the project may continue by upgrading existing
trails in the grove and making new connections to the existing trails. These connections
will include access to the existing trails which begin at the staging area at Wickham Way
to the east of Monroe Street and to the trail through the open space corridor to the west of
Monroe Street from the Hosp Grove parking area to Carlsbad Village Drive.

This supplemental application is to be filed for any development requiring a Coastal
Development Permit issued by the City of Carlsbad.
I. GENERAL BACKGROUND
A. Estimated Cost of Development:
Development costing 560,000 or more does not qualify as a Minor Coastal
Development Permit The Planning Director shall make the final determination
regarding a project's cost of development.
The primary basis for determining cost of development will be the application of
dollar costs per square foot for different types of residential construction. These
costs are set by the International Conference of Building Officials (ICBO) and
are applied throughout San Diego County.
Please complete the following information to assist in the determination of this
project's cost of development (Contractor proposals may also be submitted for
consideration by the Planning Director).
