INITIAL PLAN REVIEW REPORT
PROJECT NAME: LANZA SECOND DWELLING UNIT

Initial review: (Note: This commentary identifies fire protection issues associated
with the project, and/or prescribes specific corrections needed to achieve Fire Department
approval.)
ISSUE:
1. The proposed site design (parking) inhibits access to the second dwelling unit to the
extent that fire protection services will be impaired. The Fire Department
recommends disapproval of the application as submitted. The applicant may mitigate
by indicating intent to protect the second dwelling unit through the installation of
residential fire sprinklers conforming to NFPA Standard 13d.
2. Applicant must provide a note on the site plan indicating the distance from the lot line
to the nearest fire hydrant.

SUBJECT: CDP 99-50 - LANZA SECOND DWELLING UNIT
Your application has been tentatively scheduled for a hearing by the Planning
Commission on April 19, 2000. However, for this to occur, you must submit the
additional items listed below. If the required items are not received by March 21,
2000, your project will be rescheduled for a later hearing. In the event the
scheduled hearing date is the last available date for the City to comply with the
Permit Streamlining Act, and the required items listed below have not been
submitted, the project will be scheduled for denial.
1. Please submit the following plans:
A) 10 copies of your (site plans, landscape plans, building elevation plans,
floor plans) on 24" x 36" sheets of paper, stapled in complete sets
folded into 81/2' x 11" size.
B) One 81/2" x 11" copy of your reduced site plan, building elevation and
floor plans. These copies must be of a quality which is
photographically reproducible. Only essential data should be included
on plans.
2. As required by Section 65091 of the California Government Code, please
submit the following information needed for noticing and sign the enclosed
form:
A) 600' Owners List - a typewritten list of names and addresses of all
property owners within a 600 foot radius of the subject property,
including the applicant and/or owner. The list shall include the San
Diego County Assessor's parcel number from the latest equalized
assessment rolls.
B) 100' Occupant List - a typewritten list of names and addresses of all

C) Mailing Labels - two (2) separate sets of mailing labels of the
PROPERTY OWNERS within a 600 foot radius and OCCUPANTS
within a 100 foot radius of the subject property. The list must be
typed in all CAPITAL LETTERS, left justified, void of any punctuation.
For any address other than a single family residence, an apartment or
suite number must be included but the Apartment, Suite and/or
Building Number must NOT appear in the street address line. DO NOT
type assessor's parcel number on labels. DO NOT provide addressed
envelopes - PROVIDE LABELS ONLY. Acceptable fonts are: Arial 11 pt,
Arial Rounded MT Bold 9 pt, Courier 14 pt, Courier New 11 pt, and MS
Line Draw 11 pt. Sample labels are as follows:

D) Radius Map - a map to scale, not less than 1" = 200', showing all
lots entirely and partially within 600 feet of the exterior boundaries of
the subject property. Each of these lots should be consecutively
numbered and correspond with the property owner's list. The scale of
the map may be reduced to a scale acceptable to the Planning Director
if the required scale is impractical.
E) Fee - a fee shall be paid for covering the cost of mailing notices. Such
fee shall equal the current postage rate times the total number of
labels. Cash check (payable to the City of Carlsbad) and credit cards
are accepted.

ISSUES REVIEW
Engineering Department staff has completed a second review of the above-referenced
project for engineering issues of concern. Engineering issues which need to be
resolved or adequately addressed prior to staff approval of the proposed project are as
follows:
1. Correct the lot size from 10,710 square feet to 11,275 square feet.
Once this item is corrected, you may add the following conditions to the resolution of
approval:
NOTE: Unless specifically stated in the condition, all of the following conditions, upon
the approval of this proposed tentative map, must be met prior to approval of a building
permit.
1. Developer shall cause property owner to execute and submit to the City Engineer for
recordation the City's standard form Drainage Hold Harmless Agreement regarding
drainage across the adjacent property.
2. Developer shall execute and record a City standard development Improvement
Agreement to install and secure with appropriate security as provided by law, public
improvements on Pio Pico Drive along the property frontage including, but not
limited to paving, base, sidewalks, curbs and gutters, grading, and retaining walls, to
City Standards to the satisfaction of the City Engineer.
The applicant shall submit engineered plans and plan check fees for said
improvements to the City per application process established by the City
Engineer.
3. Prior to approval of any grading or building permits for this project, Developer shall
cause Owner to give written consent to the City Engineer to the annexation of the
area shown within the boundaries of the subdivision into the existing City of
Carlsbad Street Lighting and Landscaping District No. 1, on a form provided by the
City Engineer.
4. Pio Pico Drive shall be dedicated by the Owner along the project frontage based on
a center line to right-of-way width of 30 feet and in conformance with City of
Carlsbad Standards.
5. Applicant is aware that the City Council is considering amending its street
design standards and has appointed a committee to study the issue and make
recommendations. Applicant agrees to conform the improvements on Pio
Pico Drive to the amended standards if adopted. This condition will
automatically expire upon expiration of the urgency ordinance and shall be of
no force or effect unless, prior to that time, the City Council acts to adopt such
new street standards, otherwise the unmodified standards shall control.

ISSUES REVIEW
Engineering Department staff has completed a review of the above-referenced project
for engineering issues of concern. Engineering issues which need to be resolved or
adequately addressed prior to staff making a determination on the proposed project are
as follows:
1. The site plan incorrectly shows 30 feet of public right-of-way measured from street
centerline to front property line. The actual width is 20 feet. Therefore, 10 feet of
property frontage will need to be dedicated to the City for street and utility purposes
in order to bring the street right-of-way into conformance with today's standards.
Show the proposed 10 foot dedication of easement on the site plan and label as
"proposed easement to the City of Carlsbad for public street and utility purposes".
2. Show surface drainage patterns on the site plan. Drainage shall have a minimum
positive flow of 1% towards Pio Pico Drive.
3. Show topographic lines and slopes. According to orthophoto topographic maps on
file with the City, the rear property line is at 128 feet above sea level. According to
the site plan, the rear property lines are at 111.5 feet. Please clarify the
discrepancy.
4. According to ROS 4832, the property line depth is 178.97 feet. The site plan
indicates 170.97 feet. Correct the dimension. The lot size also needs to be
corrected to 11,275 sq. ft. based on this information.
5. Plot the CALTRANS corner and stopping site distance for a vehicle exiting the
driveway. Provide vertical and horizontal measurements. Show the location of the
edge of street pavement.
6. The project will be conditioned for the property owner to install sidewalk, curb,
gutter, and half street improvements along the property frontage. These
improvements need to be shown on the site plan unless the property owner
requests to defer said improvements to a later date by execution of a Contract for
Future Public Improvements with the City. Said request needs to be made in
writing.

CDP 99-50, as to its completeness for processing.
The application is complete, as submitted. Although the initial processing of your application
may have already begun, the technical acceptance date is acknowledged by the date of this
communication. The City may, in the course of processing the application, request that you
clarify, amplify, correct, or otherwise, supplement the basic information required for the
application. In addition, you should also be aware that various design issues may exist. These

ISSUES OF CONCERN
Planning:
1. Please provide the interior dimensions of existing two car garage.
2. Please show designated parking area for second dwelling unit on site plan. The designated
parking area may be in the existing driveway.
3. Existing 5 foot retaining wall in front yard setback is non-conforming. The maximum wall
height allowed in the 20 foot front yard setback is 42 inches. The Planning Department
recommends that you apply for an Administrative Variance for this over-height retaining
wall.
Engineering:
