(90) days following the date on which this decision becomes final: however, if within ten (10) days after the decision becomes final a request for the record of the
proceedings accompanied by the required deposit in an amount sufficient to cover the estimated cost of preparation of such a record, the time within which such petition
may be filed in court is extended to not later lhan thirty (30) days following the date on which the record is either personally delivered or mailed to the party, or his
attorney of record, if he has one. A written request for the preparation of the record of the proceedings shall be filed with the City Clerk, City of Carlsbad, 1200

existing open dirt channel with storm drain pipeline and an energy dissipater at Agua Hedionda Lagoon.

Harding Street and Chestnut Avenue west of Interstate 5 and
within the railroad right-of-way from Oak Avenue to Village Drive
and adjacent to the middle basin of the Agua Hedionda Lagoon.
Construction of storm drain and sewer interceptor transmission
pipelines including the replacement of an existing open dirt
channel with storm drain pipeline and an energy dissipater at Agua
Hedionda Lagoon.
The City of Carlsbad has conducted an environmental review of the above described project
pursuant to the Guidelines for Implementation of the California Environmental Quality Act and
the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, a
Mitigated Negative Declaration (declaration that the project will not have a significant impact on
the environment) is hereby issued for the subject project. Justification for this action is on file in
the Planning Department.
A copy of the Mitigated Negative Declaration with supportive documents is on file in the
Planning Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the
public are invited. Please submit comments in writing to the Planning Department within 30
