Project Description
The Oscar's Restaurant has decided to pursue a restaurant project in the City of Carlsbad.
The site is within the Site Development Permit (SDP) Area of the original Price Club
project. Since that original SDP the name has been changed to Costco which operates the
facility. The owner of the additional land is Price Enterprises.
Because of the recent City Council action to adopt the Commercial / Visitor-Serving
Overlay Zone, the Oscar's project will be subject to those regulations. The Conditional
Use Permit (CUP) has replaced the Site Development Permit. However, since the original
SDP for Price Club designated this subject parcel for 5,000 s.f. of retail, there will be a
SDP-Amendment proposed in order to change to a restaurant use. Also accompanying the
CUP is the Coastal Development Permit.
The proposed restaurant is approximately 5,200 s.f. of inside dining, however, the
applicant is also providing approximately 1,800 s.f. of outdoor patio dining. The parcel
size seems to accommodate the Oscar's project. Parking requirements have been increased
due to the Commercial /Visitor-Serving Overlay Zone and we believe that we can
accommodate a majority of the parking on-site. Please note that we have only three
compact spaces. In addition, there is a reciprocal parking agreement as part of the Oscar's
land purchase.

This supplemental application is to be filed for any development requiring a Coastal
Development Permit issued by the City of Carlsbad.
I. GENERAL BACKGROUND
A. Estimated Cost of Development:
Development costing 560,000 or more does not qualify as a Minor Coastal
Development Permit. The Planning Director shall make the final determination
regarding a project's cost of development.
The primary basis for determining cost of development will be the application of
dollar costs per square foot for different types of residential construction. These
costs are set by the International Conference of Building Officials (ICBO) and
are applied throughout San Diego County.
Please complete the following information to assist in the determination of this
project's cost of development (Contractor proposals may a/so be submitted for
consideration by the Planning Director).
