Introduction:
This application is for a 5 unit condominium development consisting of 4 duplex units and 1
detached unit. The discretionary approvals necessary for this project include a Site Development
Plan, Planned Unit Development Permit, Coastal Development Permit and a Tentative Tract Map.
The property consist of .51 acres and is currently improved with two older small rental houses.
The site is located along the northern side of Laguna Drive, between Buena Vista Circle and
Madison Street. The property is located north of the "Village" Downtown Redevelopment District
in Carlsbad and is within the Mello II segment of the Local Coastal Program. The surrounding
land uses include a single family house on the west (R-3 Zoning) single family homes to the north,
and to the east a 12 unit condominium project currently under construction by Merit Group Inc.
(the applicant). To the south and across Laguna Drive is a mix of small commercial and office
complexes.
The planned development permit is for a residential condominium project of Five (5) units on the
.51 acre site. The existing R-3 zone on this site is designed for apartments and condominiums,
and also allows for R-2 uses, which includes duplexes.
The PUD permit is being used for this project because it provides for the condominium ownership
concept, with the flexibility needed to design a project compatible with the zoning and trends of the
neighborhood.
Site Description:
All Five (5) units will have access from a 24-foot wide private driveway off of Laguna Drive, that
will run along the west side of the property with a three (3) foot landscape buffer and good quality
wood fencing. The private Driveway design is allowed because there is only five units. The three
(3) required visitors parking spaces are distributed along the private driveway. Each unit includes
a 2 car attached garage. The five units have a permitted reduced set back of five (5) feet from the
private drive. All garages will have automatic garage door openers. Parking on Laguna Drive is
not being used to meet the parking requirement for this project, but will be available as
supplemental parking areas beyond the required spaces which are provided. The back duplex
building (units 4 & 5) will be equipped with fire sprinklers to meet the City Fire department
requirements. Waste Management will allow individual trash pick-up therefore an unsightly trash
enclosure will not be necessary.
The architecture style is Old Spanish California with tile roofs, wood shutters and arched windows
and is similar to the contiguous project to the east. The private recreational landscape areas are
plotted in a way that they provide from twenty (20) feet to Forty (40) between buildings exceeding
the minimum standards. The total landscape area is 39% of the site.
Three floor plans are proposed: Plan A and Plan B duplex type buildings and Plan B - Detached
house. Plan A is 1909 square feet and Plan B is 2182 square feet and Plan B (det) 2210 square
feet. All the plans are two story with 2.5 or 3 bathrooms and 3 or 4 bedrooms. The houses will
have formal living and dining rooms and a good quality large kitchen.
Each house will have a private recreation yard exceeding the minimum 15x15 feet.
