SPECIAL INSTRUCTIONS:
Condo Permit Amendment/CP 94-01 (A): Comments as of 11/10/97
1. Provide a lot by lot assessment of existing vs. proposed lot sizes (as defined in
21.04.256).
2. Building separation will be reviewed indirectly by further assessment of the changes to
lot coverage, yards and height as outlined in your submittal.
3. See attached comments made as part of the substantial conformance review for B-1 (as
submitted to the City on 10/30/97). Several comments have carry-over implications for
this pending condo permit amendment application as well as the on-going (fourth
plancheck) final map and grading plancheck efforts.

Substantial Conformance Review - CT 94-08
Add 6 residential lots and 1 street lot
The approved tentative map has two lots: one residential lot and one open space lot. Engineering
will allow one additional lot to be created for the private streets; resulting in a total of three lots .
All air space ownership dwelling units are approved on one residential lot. Increasing the
number of residential lots (even though the number of dwelling units is not changing) is
considered a major reconfiguration of the approved lots and requires a requires a tentative map
amendment per Engineering Policy No. 30.
Grading quantities
Acceptable per Engineering and Planning Department review.
Pad elevations
Acceptable; however it is noted that the substantial conformance review is allowing for the
correction of the grades as noted/approved with the tentative map with regards to the 100 foot
pad elevations for units located near the entrance of future Area D and Avenida Encinas.
Adjust building locations
More review needed. Adjust/account for approved fence line locations and changes to unit
footprints, yard areas and/or driveways. This is done is most cases but not all; some units appear
to cross a matchline/fence line. The building adjustments related to the units next to the
recreation lot are not acceptable.
A.C. Paved Emergency Access
Acceptable.
Revise driveway and 5 units near Rec Lot
Not acceptable; staff will not support or accept the proposed revision.
Increase street width for access to Area "D"
Acceptable; however, remove the proposed median; show the adjusted sidewalk configuration;
and do not show any improvements located offsite (in Area D) as part of this request.
Additional Items
Provide proof of a current/valid Coastal Development Permit (needed for B-l's Final
Map also).
Indicate wall heights for new wall segments shown on substantial conformance exhibits.
Provide Sheet 2 with any changes noted.
If building phasing per Condition #35 of Resolution No. 3757 is proposed, submit a
detailed proposal to the Engineering Department.
