The area of concern to the Police Department with this plan is:
General building security.
General security for residents.
Keying- Upon occupancy by the owner or proprietor, each single
unit in a tract, or construction under the same general plan, shall have
locks using combinations which are interchange-free from locks used in
all other separate dwellings, proprietorships or similar distinct
occupancies.
Lighting- Aisles, passageways, and recesses related to and within
the building complex shall be illuminated with an intensity of at least
twenty-five one hundredths (.25) footcandles at the ground level during
the hours of darkness. A lamp other than Incandescent is best used in this
application.
They shall be installed with a timer so as to go on when it starts to get
dark and go off when it starts to get light. Porch lights and balcony or
deck lights shall also be installed with timers or sensors.
Open parking lots, carports, and recreation or common areas shall be
provided with a maintained minimum of one (1) footcandle of light on
the parking surface during the hours of darkness. A good choices for
lighting in parking areas are high and low pressure sodium lights.
Lighting devices shall be protected by weather and vandalism covers.
Walkway and entrance way lighting shall be designed with landscaping in
mind. One should not deter from he other.
Landscaping- The exterior landscaping should be kept at a
minimal height and fullness giving police, security services and the
general public surveillance capabilities of the area. There shall be vision
through trees and scrubs to buildings, walkways, carports and parking
areas from the street. Trees shall be designed as to not provide access to
the roof or balcony areas.
Walkways and entrance ways shall be keep clear and free from clutter.
Fences shall be see through to provide surveillance. It is recommended
that the perimeter of the properties be enclosed with a see through fence.
Gates shall have locking devices.
Addressing- All residential dwellings shall display a street
number in a prominent location on the street side of the residence in such
a position that the number is easily visible to approaching emergency
vehicles. The numerals shall be no less than four (4) inches in height and
shall be of a contrasting color to the background to which they are
attached.
There shall be positioned at each entrance of a multiple family dwelling
complex an illuminated diagrammatic representation of the complex which
shows the location of the viewer and the unit designations within the
complex. In addition, each individual unit within the complex shall display
a prominent identification number, not less than four (4) inches in height,
which is easily visible to approaching vehicular and/or pedestrian traffic.
It is recommended that house numbers be displayed in illuminated fixtures
on the front of residences, clearly visible from the street.
Doors-Dead-bolt locks shall be installed on all access doors of any
residential building and attached garages, including the door leading from
the garage area into the dwelling.
Dead-bolts shall have a minimum protection of one inch and be
constructed so as to repel cutting tool attacks. The dead-bolt shall have
an embedment of at least three-fourths inch into the strike plate area.
Strike Plate and dead-bolt are to be installed with wood screws that are
three inches in length. It is not recommended to install double cylinder
dead-bolt locks on a residential dwelling. The Fire Department considers
them a hazard in an emergency situation.
All entry and exit doors to dwelling units should be arranged so that the
occupant has a view of the area immediately outside the door without
opening the door. Except for doors requiring a fire protection rating which
prohibits them, such view may be provided by a door viewer having a field
of view of not less than 190 degrees. Mounting height shall not exceed
fifty-four inches from the floor. It is not recommended to place glass
panels within forty inches of a locking device..
The inactive leaf of a double door shall be equipped with metal flush bolts
have a minimum embedment of five-eights inch into the head and
threshold or the door frame.
Horizontal sliding doors shall be equipped with a metal guide track at top
and bottom. The bottom track shall be so designed that the door cannot be
lifted from the track when the door is in the locked position. Security
hardware such as a pin shall be installed on a sliding glass door.
Hinges for out-swinging doors shall be equipped with non-removable hinge
pins or a mechanical interlock to preclude removal of the door from the
exterior by removing the hinge pins.
Garage Doors-Doors that exceed sixteen feet in width shall have
two lock receiving points; or, if the door does not exceed nineteen feet, a
single bolt may be used if placed in the center of the door with the locking
point located either at the floor or door frame header; or, torsion spring
counter balance type hardware may be used.
Windows-Security hardware shall be installed in all windows to
prevent them from being lifted from their frame or forced open.
Attic space- Shall be accessible only from individual units.
Recreation and Common Areas- There shall be vision into all
recreation areas. Landscaping or fencing shall not deter from surveillance
capabilities. See lighting for proper illumination levels.

SUBJECT: AVENIDA ENCINAS RIGHT-OF-WAY MAINTENANCE
This memo is intended to summarize our meeting of August 22, 1994 where we discussed
the landscaping and maintenance responsibilities of the excess 18 feet of right-of-way that
will exist on each side of the future Avenida Encinas roadway. If the developer, Kaiza
Poinsettia Corporation, agrees to landscape and maintain the excess 18 feet of right-of-way,
street trees may be located in the right-of-way where the Avenida Encinas roadway is
upslope, or at grade, from adjacent residential pad areas. Additional landscaping and a
slightly meandering sidewalk system may also be proposed and constructed within the
excess right-of-way subject to standard City review and plan check processes. Maintenance
responsibilities may be transferred to the Homeowners' Association.
The excess right-of-way will exist because Avenida Encinas is required to dedicate a
secondary arterial right-of-way width (84 feet) while only constructing a collector roadway
with a right-of-way width of 48 feet (per the approved Poinsettia Shores Master Plan).
Since the City will not be responsible for maintenance of the excess right-of-way, the above
stated ability for right-of-way landscaping and deviation from the City's Landscape Manual
can be considered during the City's current plan checking efforts for the Avenida Encinas
roadway and associated landscaping.

Prior to the issuance of building permits, complete building plans shall be approved by the Fire

reclaimed water and sewer systems are as follows:
1. The entire potable water system, reclaimed water system and sewer system shall be
evaluated in detail to insure that adequate capacity, pressure and flow demands can be
met.
2. The Developer shall be responsible for all fees, deposits and charges which will be
collected before and/or at the time of issuance of the building permit. The San Diego
County Water Authority capacity charge will be collected at issuance of application for
meter installation.

3. Sequentially, the Developers Engineer shall do the following:
A. Meet with the City Fire Marshall and establish the fire protection requirements.
Also obtain G.P.M. demand for domestic and irrigational needs from appropriate
parties.
B. Prepare a colored reclaimed water use area map and submit to the Planning
Department for processing and approval.
C. Prior to the preparation of sewer, water and reclaimed water improvement plans,
a meeting must be scheduled with the District Engineer for review, comment and
approval of the preliminary system layouts and usages (ie - GPM - EDU).
4. This project is approved upon the expressed condition that building permits will not be
issued for development of the subject property unless the water district serving the
development determines that adequate water service and sewer facilities are available at
the time of application for such water service and sewer permits will continue to be
available until time of occupancy. This note shall be placed on the final map.

We have completed an initial review of the project and find that the application is
complete and suitable for further review, we did not complete our review for issues. An
issues list will follow.

This submittal is incomplete. A list of items needed to make the application complete follows:
1. Several needed dimensions are not given including but not limited to the following:
— Driveway widths for the six unit clusters
— Distance from structure to drainage swales. The typical lot drainage detail does
not appear to apply to this project.
_ Main project entrance driveway widths, radius of turn-around and depth of the
turn-around.
2. State the traffic generation for this map alone.
3. Sight distances are not plotted at the site exits.
4. A cross section for the six unit driveways are not shown.
5. Sewer, water and utilities serving the units are not shown.
The submittal has the following issues:
i. The plans are titled Site Development Plan and are set up more as a subdivision map.
This is a Condominium Permit on a lot that already has been recorded for condominium
purposes for a greater number of units than being proposed. The plans should show this
project in a clear and unambiguous manner; however the Planning Department will
determine what is needed for the exhibits of approval.
ii. Two percent driveway grades in combination with an up to four percent cross grade
appears to make garage entrance and exit very difficult especially for the end units. We
need to take closer look at a fully dimensioned site plan to assess this issue. See the
incomplete item for cross sections. Providing an extra five foot back out clearance for
the end units will be a requirement.

iii. If the project is to sewer to the proposed pump plant in Area-4, approval from CMWD
will required prior to approving the condominium permit.
iv. The site entrances shows a widening for gates. If gates are proposed show location and
location of the call boxes.
v. The widening above appears to be insufficient in depth (length) to allow use of a call box
and allow residents to pass.
vi. As per the Master Plan use of area drains are permitted provided failsafe overflow
exists. Please modify the statement under typical lot drainage detail.
vii. The typical "lot" drainage detail does not appear to be applicable to this project. We
would prefer to assess the drainage around structures on a fully dimensioned the site
plan.
viii. Draining the six unit driveways out to Avenida Encinas will require the use of concrete
outlet structure, D-25
x. Remove the medians and widenings on existing Navigator Circle unless you intend to file
an subsequent LCPA to allow gates to be added to the existing Rosalena subdivision in
Area J.
