SUBJECT: CP 99-01 - Monterey 4-unit Condominium
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your application for a 4-unit Condominium, application no. CP
99-01, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, January 7, 1999, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the
application. If an application is withdrawn or deemed withdrawn, a new application must
be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
No. CP 99-01 - Monterey 4-unit Condominium
Planning:
1. Please submit a completed Planning Department Land Review Use Application.
2. Please submit 10 sets of site plans, building plans and floor plans, and 4 copies of
Landscape Plans in. conjunction with the Planning Department Review of the
Condominium Permit application.
3. Please revise the first floor/site plan to show the entire project area. Show the street,
right-of way, and open space areas.
4. Show the square footage of the common recreation area and plot on the site plan the
type of recreational amenities that will be incorporated into this area. Show the access
path to the stairway which leads to the lower recreation area.
5. Please provide a cross-section of the building and existing grade so that the required
building setback from top of slope can be analyzed. Include the height of the building
and show a slope setback of .7:1 (slope setback:building height).
6. Please show second story projections as a dashed line on the site plan/floor plan.
Indicate the dimension of the proposed deck projections. A maximum projection of 2
feet is permitted into the required setback area.
7. Please provide dimensions on the floor plans. The minimum interior dimension required
for a two car garage is 20’ x 20’ clear.
8. Indicate the location of the required 480 cu. yd. storage space per Section 21.45.090(l)
of the CMC.
9. Please submit an Environmental Impact Assessment Form and a $1,030 application fee.
The proposed 4-unit complex does not qualify as a Categorical Exemption under the
California Environmental Quality Act (CEQA).
Engineering:
Please refer to the Engineering Department letter of incomplete for MS 99-01 to be sent
under separate cover.
ISSUES OF CONCERN
Planning:
1. A 20 foot front yard setback is required for multi-family units per Section
21.45.090(b)28 of the Carlsbad Municipal Code (CMC). Please revise the plans
accordingly.
2. The driveways to the project must have a minimum width of 30 feet (Section
21.45.090(h) (Multi-family Attached) of the CMC). Garages that face onto the driveway
may be set back five feet from the driveway provided that guest parking is dispersed
along the entire driveway or that the width of the driveway is adequate to
accommodate parking on one side (32 feet minimum). In this case, all garages shall be
equipped with automatic garage door openers (Section 21.45.090(b)2B of the CMC).
As a suggestion, you may want to consider redesigning the project so that all four
garages are aligned side by side and are accessed from a single driveway (32 feet
wide/5 foot landscape between drive and property line) running along the side of the
property. Guest parking spaces could be located at the end of the driveway.
Please redesign the plans to locate the guest parking areas outside of the required
setbacks (Section 21.44.050(a)(l)(C ) of the CMC. These parking areas must be
located so that they could be covered if desired at a later date.
Indicate how the second story unit will access their private patio area. Show the width
and depth of the private patio areas.
