MS 99-01: MONTEREY CONDOMINIUM & MINOR SUBDIVISION
COMPLETE APPLICATION & INITIAL ISSUES REVIEW
Thank you for applying for Land Use Permits within the City of Carlsbad. Engineering Department staff
has reviewed the tentative parcel map, application No. MS 99-01, as to its completeness for processing.
The application is incomplete, as submitted. Although the initial processing of the application may have
already begun, the official acceptance date of the application is the date of this letter. Staff may, in the
course of processing the application, request that you clarify, amplify, correct, or otherwise supplement the
basic information required for the application. In addition, design issues exist which must be resolved or
adequately addressed prior to staff making a determination to approve or deny the project. These issues
of concern are as follows:
1. School District letter indicating that school facilities will be available to the project.
2. Statement of Agreement to waive tentative subdivision map time limits since project minor subdivision
is being processed concurrent with a condominium permit and environmental review.
1. Please add or correct the following on the site plan,
• Add Average Daily Traffic generated by the project;
• Add "MS 99-01" at the top right corner;
• Correct the location of the garage on the tentative map. The side yard set back between
property line and the garage indicates 7 ft. yet it is scaled at 5 ft.
• Correct the distance from street centerline to property line for Navarra Drive. The total
street right-of-way width is 56 ft which establishes a distance of 28 ft from center line to
property line. The plan shows 9.33 ft from centerline to property line. The correct version
is illustrated in the street cross section for Navarra Drive.
2. Surface drainage must comply with City Standard GS-15. Add profile of drainage course along
side of property. Swales located 3 ft from foundation must be authorized by a soils engineer via a
certification letter or soils report. Pad flow must be a minimum 1% grade. Please show how
these items will comply with city standards.
Also, we suggest redirecting the drainage in the rear yards. Currently, surface drainage is

directed across each private rear yard via a natural swale. This flow pattern could fail as
individual home owners alter their rear yards with hardscape, landscaping, etc. A potential
alternative solution would be to add drain inlets near the center of each rear yard.
3. Provide grading quantities. Also show proposed grades at 1 ft intervals on the pad. Use spot
elevations where necessary to illustrate pad flow.
4. Provide hydrology calculations and detail of energy dissipater located at the lower pad.
5. Much of the sidewalk and curb fronting the property need repair. A condition will be added to the
minor subdivision requiring all such needed repairs.
Attached is a red-lined check print of the project for your use in making the requested revisions.
Please be advised, this check print must be returned with the revised plans to facilitate
continued staff review.
