SUBJECT: CP 99-07KDP 99-l 6 - 140 - Chestnut Condos
Thank you for applying for Land Use Permits in the City of Cartsbad. The Planning
Department has reviewed your Condominium Permit and Coastal Development Permit,
application no. CP 99-07 & AV 99-16, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, April 5, 1999, to either resubmit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an
application is withdrawn or deemed withdrawn, a new application must be submitted.

Planning:
1. The subject site is located within the Beach Area Overlay Zone. The proposed two unit
condominium project requires the processing and approval of a Site Development Plan
(SDP). The fee for the SDP is $2,670.00 and was omitted from the original application
submittal on April 5, 1999. The Planning Department will deem your application
complete as soon as the check for the SDP is received. For your convenience, you may
either bring the check in person or mail the check to the City of Carlsbad. Be sure to
reference the project by name or application number when mailing the check. NOTE:
There is no other information required for the SDP other then the fee.
Engineering:
Refer to separate engineering letter.
ISSUES OF CONCERN
Planning:
1. The common (“BBQ”) area must meet the required 200 square feet minimum per the
Planned Development Ordinance 21.45.090. This common area shown on the site plan
appears to be less then 200 square feet, please clarify and dimension.

SUBJECT: Chestnut Condominiums CDP 99-16/CP 99-7
The District is providing comments on the subject project dated March 31, 1999. Based
on our review of the documents submitted, we have the following comments regarding
potable water, recycled water and sewer systems:
1. The Developer will be expected to provide detailed information to the District
Engineer regarding water demand, irrigation demand, fire flow demand in gallons
per minute, and projected sewer flow in million gallons per day.
2. The entire potable water system, recycled water system and sewer system shall
be evaluated in detail by Developer and District Engineer to insure that adequate
capacity, pressure and flow demands can be met.
3. All District pipelines, pump stations, pressure reducing stations and
appurtenances required for this project by the District shall be within public right-
of-way or within easements granted to the District or the City of Carlsbad.

4. Sequentially, the Developer’s Engineer shall do the following:

A. Meet with the City Fire Marshal and establish the fire protection
requirements.
B. Prepare and submit a colored recycled water use area map and submit
this map to the Planning Department for processing and approval by the
District Engineer.
C. Prior to the preparation of sewer, water and recycled water improvement
plans, the Developer shall submit preliminary system layouts to the District
Engineer for review, comment and approval.
All potable water and recycled water meters shall be placed within public right of
way.
No more than 19 homes (dwelling units) shall be served on a single potable
water distribution pipeline. For those locations with more than 19 homes
(dwelling units), a looped potable water pipeline system shall be designed. The
Developer should verify with the District Engineer that a looped system will not
be required for this project.
If fire hydrant(s) are required by the Fire Marshal, a looped fire line system may
be required for any fire line run greater than 150 feet. The Developer shall verify
with the District that a looped fire line system will not be required for this project.
