Dear Christer:
This letter accompanies Lennar's resubmittal of the abovementioned project. Attached to this
letter is a copy of your letter of August 13, 2002 commenting on the original submittal.
Following is a response to all of the incomplete items and issues contained in that letter.
INCOMPLETE ITEMS
Planning
1. The required revision has been made to the table on sheet 2 to refer to Master Plan Units.
2. The Planning Areas that abut the backbone streets have light line weights because those
backbone streets are considered existing.
3. Preliminary designs for the open space lots will be provided for staff review. Based on
staff comments on these designs more finalized exhibits will be provided with the next
submittal.
4. Architectural designs including the plotting of the units will be submitted next week.
Engineering
1. The CT number and PUD number have been added to the exhibits in the
appropriate location.
2. The proper legal description has been provided.
3. The most recent Title Report as well as an exhibit showing the backbone
improvements accompanies this resubmittal.
4. Poinsettia Lane has been shown as "proposed by drawing DWG "as requested.
5. The generation demand information has been provided on sheet 1.

6. An amended SWPPP accompanies this resubmittal.
7. An updated Geotechnical Study accompanies this resubmittal.
8. Typical sections shown on Sheet 2 show the turn movements at the traffic circles
accompany this submittal.
9. Accompanying this submittal are meeting notes from a meeting with NCTD
confirming their approval of the location of the bus stops/turnouts.
10. Retaining wall cross sections typical have been provided on Sheet 2.
11. The utility plan for street cross sections has been provided on Sheet 2.
12. Text size has been increased to a minimum of l/10th.
13. The knuckle returns have been designed in accordance with the requirements of
the Bressi Ranch Master Plan. A typical section is shown on Sheet 2.
14. The required sight line details have been provided on Sheet 2. The sidewalks,
popouts, parking, and landscaped corners will be part of the Planned Unit
Development (PUD) submittal.
15. (See #14).
16. We will use a 5-foot return radius as approved per the Master Plan and will be
shown on the PUD. However, on the Tentative Map, the curb return is not
shown since curbs will not be shown. Only right-of-ways will be shown.
17. All lettered lots will be changed to numbered lots before the tentative map goes
to the Planning Commission for their review.
ISSUES OF CONCERN
Planning
1. Some of the lots have been eliminated and others have been redesigned. Homes
have been plotted on some of the lots to show how they can provide "eyes on the
street."
2. Accompanying this resubmittal is a written explanation/justification for the
proposed retaining walls.
3. As discussed at our meeting on August 26, 2002, Lennar believes that it would
not be economically feasible to develop more than the two alley loaded
neighborhoods proposed by the tentative map. Traffic calming devices will be
located along the streets in front of Lots 37-55 and 395-411. Traffic calming
devices will be shown on the PUD submittal to demonstrate that this is not a
high-speed road.
4. Accompanying this resubmittal is a preliminary site plan for the proposed
neighborhood park on lots 475 & 486 of Planning Area 12. A park has always
been anticipated in the southern part of Planning Area 12.
5. Written justification for the slope in Planning Area 9 that is in excess of 40' in
height will be provided to you shortly.
Engineering
1. The street frontage of all lots has been increased to a minimum of 35feet.
2. Lots 76 & 77 now front on a public street and have the minimum frontage
required.
3. Stopping site distance has been provided on all sheets to show that we meet the
minimum stopping sight distance required by the City of Carlsbad for a local
street classification (150 feet).
As stated above, floor plans and elevations for all of the proposed homes will be provided and
plotted on the lots by PDC. Preliminary designs for all of the active and passive recreational lots
will also be provided. We look forward to your review and comments on this resubmittal. If you
