HomeMy WebLinkAboutCT 03-09A; Ocean Bluff; Tentative Map (CT) (18)-•""S N,^'' CATELLUS July 7, 1998 Mr. Bob Wojcik Principal Civil Engineer City of Carlsbad 2075 Las Palmas Drive Carlsbad, CA 92009 SUBJECT: Oceanbluff, CT 93-09 and CT 93-09 (A): Request for Grading Permit Prior to Final Map Approval (City of Carlsbad Engineering Dept. Policy No. 16) Dear Bob: We are hereby requesting the issuance of the grading permit for the Oceanbluff Project and Poinsettia Lane under the Engineering Dept. Policy No. 16, based upon the following information: Catellus has entered into a reimbursement agreement with the City for the construction of Poinsettia Lane, from Aviara Parkway to Blackrail Road. Additionally, the Planning Commission approved, on June 17, 1998, CT 93-09 (A), and other associated applications, that will provide the necessary discretionary actions for construction of the Oceanbluff Project and Poinsettia Lane. We have obtained our 4d approval and Agency concurrence, and have completed brush clearing operations on Poinsettia Lane-Reach One. The Administrative 4d for Poinsettia Lane-Reach Two is in processing at the City. We are requesting the issuance of a grading permit ahead of Final Map approval in order to ensure the successful completion of the Poinsettia Lane grading operation prior to October of this year. Having reviewed Engineering Department Policy No. 16, we consider this property eligible for a grading permit ahead of Final Map recordation since the following items are completed: a. Oceanbluff and Poinsettia Lane-Reach One is covered by the original environmental approval for CT 93-09. b. The grading plans for Oceanbluff and Poinsettia Lane, Reach One and Two, have been through the plan check process and are ready for signature. The required grading agreement, bond and cash security will be provided upon receipt of the necessary forms from the City. d. The property has received Coastal Commission approval under CDP 6-96-57. e. All project conditions either have been completed, or will be satisfied, prior to approval of this request. As specified under Engineering Dept. Policy No. 16, Paragraph 3, approval of this request will provide a benefit to the City by allowing the completion of a vital arterial roadway section, i.e. Poinsettia Lane from Aviara Parkway to Blackrail Road, ahead of the rainy season.
