Subject: SARKARIA BORROW SITE FOR POINSETTIA LANE
The grading proposal submitted by Catellus for the Ocean Bluff project (offsite grading of Poinsettia
Lane) in which a portion of the Sarkaria parcel would be graded to obtain fill for Poinsettia Lane is
unacceptable to the Planning Department. The reason is the premature conversion of agricultural land.
This issue was just before the Council; premature conversion of agricultural land is inconsistent with the
General Plan policy to encourage Agriculture for as long as it is feasible.
Gary has suggested that this issue be taken to your management meeting for futher discussion.

ACCORDING TO GARY WAYNE, THE GRADING PROPOSAL FOR A BORROW SITE
ON THE SARKARIA PARCEL TO ACCOMMODATE POINSETTIA LANE WOULD NOT
BE ACCEPTABLE TO PLANNING DUE TO THE CONVERSION OF AGRICULTURAL
LAND PREMATURELY. THE ISSUE WAS JUST BEFORE THE COUNCIL AND THEY
DETERMINED THAT IT IS THE CITY'S POLICY TO MAINTAIN AGRICULTURE FOR
AS LONG AS IT IS FEASIBLE; THEREFORE, UNTIL ACTUAL DEVELOPMENT IS
APPROVED ON THE SARKARIA SITE, WE WOULD NOT SUPPORT A PROPOSAL
TO PREMATURELY DISRUPT THE AGRICULTURAL USE.
