PUBLIC NOTICE OF PRIOR ENVIRONMENTAL COMPLIANCE
Please Take Notice:
The Planning Department has determined that the environmental effects of the
project described below have already been considered in conjunction with
previously certified environmental documents and, therefore, no additional
environmental review will be required and a notice of determination will be filed.

Project Description: The proposed project is a Tentative Map revision, hillside
development permit amendment, and coastal development permit to allow: 1)
building placement and architectural design of single family units on each single
family lot; 2) grading of off-site Poinsettia Lane (Reaches I and II) to the full width
right-of-way between Aviara Parkway and Black Rail Road; 3) changes to pad
grades to accommodate a sewer realignment to the north resulting from the final
design of Black Rail Road; and 4) the conversion of the former affordable housing
site to 4 single family lots. Approval of the proposed changes would result in the
extension of Poinsettia Lane from its existing terminus at Aviara Parkway to Black
Rail Road, increase the number of single family residential lots from 93 to 96, and
reduce the total number of units from 108 to 96.
Justification for this determination is on file in the Planning Department, 2075 Las
Palmas Drive, Carlsbad, California 92009. Comments from the public are invited.
Please submit comments in writing to the Planning Department within 30 days of
date of publication.
