Dear Anne:
This letter is sent to respond to the comments identified in the letter from the City dated January 12,
1998 which deemed the Ocean Bluff TM Revision application submittal complete. Attached is a
packet compiled to address these issues. The following responses are numbered to correspond
directly to the numbering in the City's letter.
We hope that this submittal and the enclosed revised plans will address and satisfy all of your
expressed issues of concern. As you know we are currently processing the grading and
improvement plans with the subdivision final map through the engineering department. With this in
mind, it would be very valuable to receive project review and be scheduled for a Planning
Commission hearing at the earliest opportunity. Please do not hesitate to call if you have any

RESPONSES TO ISSUES OF CONCERN
Planning:
Tentative Map
1. Grade elevations of Poinsettia Ln. between "A" St. and Blackrail Rd are consistent with Sheet 7.
The Acoustical Engineer, James Berry, who prepared the original noise reports has retired so we
contracted with another firm to prepare an addendum report. The current analysis confirmed
that the revised pad elevations would not increase the required wall elevations. The report by
Investigative Science and Engineering, dated January 26,1998 is enclosed for your reference.
2. The General Notes 5 and 9 were changed.
3. The lots which provide sufficient clear area to store an RV are identified on the HDP/CDP Site
Plan with an asterisk.
4. The TW elevation on Lot 48 was corrected to show 348'; the TW elevation on Lot 46 was added
to show 353.10'; and the heights of the walls on Lots 40 & 41 reduce down to 1' high within the
front yard setback as identified.

5. The retaining wall and noise wall were revised on the Site Plan to be consistent with the TM.
The grade elevations of the adjacent Poinsettia Rd. alignment were also added.
6. The unit breakdown was added on the title sheet in table form.
7. Lots 38 and 39 were correctly labeled/adjusted to provide adequate side yards.
8. The fire suppression zone lines were adjusted on Lots 16 and 20 to be in compliance with the
standards and outside of the habitat area. Rear patios would be allowed on these units if they are
constmcted of fire retardant materials. Zone 3 is located along the rear of these lots within the
approved project grading envelope in the manufactured slope areas and will be maintained by
the Homeowners Association.
9. The temporary desiltation basin was determined not to be necessary pursuant to hydrologic
studies prepared by Hunsaker and Associates that analyzed peak project flows. The Hydrology
Report has been submitted and reviewed in final engineering and is on file at the City.
10. The front yard setback on Lot 2 was adjusted to provide a minimum 20' setback to the structure.
Ijf. TJie street side yard setbacks are shown on Lots 78 and 96.
Engineering
Mapping/Land Title
1. The project is to be built in one phase, thus, the renumbering will not be necessary and all of the
phasing references were removed.
2. The references to MF ADT in General Note #9 were removed (see Planning comment #2).
3. General Design Note #16 (now #15) was revised per City comment.
4. The Black Rail Rd. improvement drawing reference number was corrected to 335-5.
5. The referenced note was changed to reference Black Rail "Road" not "Court".

Grading and Drainage
6. See Planning comment #9. References to the temporary detention basin previously shown on
Lot 1 were removed from the plans pursuant to hydrologic studies by Hunsaker & Associates.
7. The plan view "cut line" for storm drain section A-A was added in the northeast corner of sht. 1.
Traffic and Transportation
8. The sidewalk was added to the "A" Street cross-section and plan view on sheets 1 and 7.
9. The advisory regarding the reduction to a 28' section for offsite Black Rail Road is noted.
10. The street elevation at the terminus of "C" Street was revised to 320' on sheet. 1.
11. The reference to "future" was deleted from the "on-site Poinsettia Lane" note on sheet. 1.
12. The vertical curves for proposed "B" Street were simply modified in final engineering to reflect
current engineering standards, meeting minimum site distance requirements.
13. A 5' min. walkway was added to the Poinsettia Lane typical section on sheet 5.
14. The "improvements as part of this map" designation line on sheet 5 was modified to extend to
Black Rail Rd. as directed in the City's comment.
15. The "Future Poinsettia Lane Reach 2" note on sheet 6 & 7 was deleted per the City's comment.
Miscellaneous
16. The revisions were reflected on all applicable plan sheets.
17. The red-lined check print plans are returned with these revised plans for your use and reference.
