This signal warrant analysis was conducted using Forecasted 2020 traffic volumes from the Villages of La Costa Traffic Impact Analysis prepared by LLG. Intersection number 53, as seen on Figure 52 (attached), shows the turn movements on the Estrella De Mar and Poinsettia Lane intersection. The street segments' Average Daily Traffic (ADT) was estimated by using the PM peak hour turn movements, assuming that the PM peak comprises 10% of the ADT. In order for a signal to be warranted at this intersection, the major street (Poinsettia Lane) and the minor street (Estrella De Mar) must both exceed the estimated ADT thresholds as established in Table 4C-101 (Traffic Signal Warrants Worksheet) of the California Supplement to the 2003 MUTCD. This is the recommended method to assess signal warrant at intersections that do not currently exist. The future ADT was estimated at 18,700 on Poinsettia Lane, and 750 on Estrella De Mar (600 for one direction). The ADT on Poinsettia Lane exceeded the established thresholds for an urban road to warrant a signal, but the ADT on Estrella De Mar did not exceed the threshold. For an intersection to warrant a traffic signal according to the 2003 MUTCD standards, both street segments must exceed the ADT threshold in sections 1A and IB of the table. Also, both sections can be satisfied by exceeding 80% of the thresholds.
