Date:ii lift 7 Signature: For: P-1(D)Page 4 of 4 Revised 07/10 22/31.The Six on Madison project is an elevated scale compared to the immediate general area.As a multi- family project over a parking garage at grade, the new project is at the next scale beyond the current neighborhood character.But, the current neighborhood character is changing quickly.Already there are similar and larger projects which have been approved by the City of Carlsbad.The Village Center Development has a number of project similar to Six on Madison. 4 +1 luxury apartments at 3050 Madison is just down the street from Six on Madison —this is a 4-story, 45' high five unit residential project with commercial space.The scope and scale of this project is very similar to Six on Madison. Another such project is within the Village District at 725 Madison at the corner of Grand Avenue (north of Carlsbad Village Drive).This project is 4 stories, 45'—60' high with 12 professional condominiums over parking and retail at grade.This project is on 0.32 acres which is twice the size of "Six on Madison'.So, Six on Madison' is a new project being developed with the Development Regulations of the Village and is an average scale within the Village Center District. Environmental Setting 32.The existing site is a typical rectangular lot of 8,400 S.F. (0.1928A).The site topography is relatively flat with a slight uniform slope of 1.5% maximum from Madison Street on the east lot line to an alley on the west lot line. The site soil is a very "stable" formation of sedimentary rocks described as "quaternary" (see the Soils Report by "Allied Earth Technologies dated January 23, 2017 Project No.17-1106ES). The site is covered with a sparse growth of grass and weeds.There is no evidence of animal or bird habitat at the site.The site is also unimproved with no structures at the site and there is no current use at the site. There is no scenic aspects to or from the site.The site is relatively flat and considered "equivalent°in elevation to adjacent and surrounding properties.There are no view to or from the site considered scenically significant. The site is located in the Village Center District and is not in the Coastal Overlay Zone.In addition, the property is not located in the "Hispanic mixed support Zone 5".There is no cultural or historical significance to this vacant site.(Please see submitted photographs of the existing site). 33.(Please see the submitted photographs of the existing site). The surrounding properties are mostly single-family residential.The adjacent properties are: To the north:A single story residential structure facing Madison with a commercial use on the east half of the property and a two story duplex facing the alley on the western half which is a residential rental structure. To the east A single story residential scale structure. To the south:Across Oak Street there are two one story duplexes which appear to be rentals. To the west:Across the alley a one story residential structure which is in the middle of some alterations. Outside of a few mature 'ci-e'as on adjacent properties, there is rio i--tiajor planted areas of any size or scope.And per visual observation there appears to be very few domesticated animals (dogs and cats). All of these adjacent properties have the required front, exterior side,interior side and rear setbacks and yards.The heights of the building are one and two story and range from 14 to 22+ feet. The proposed project is very similar to another project close to our site to the north east located at 3050 Madison Street.Approved by the City as '4 +1 luxury living apartments" is in the same Village Center District.Minor differences in the development requirements exist between the two sites due to the 3050 Madison Street site is located in the Coastal Zone.Both project are similar in bulk and scale: both sites are four stories (ground floor vehicle parking and commercial space with the upper 2,3 &4th stories with residential units).Both sites cover 100% of their sites with "0" setbacks on the ground floor and a 10'—0" setback along Madison for the upper floors.Both sites approach the maximum height of 45'—0°.
