The report provides us with useful general information on the environmental resources in this area. Most of our comments were contained in our flood hazard letter of 19 June 1973 to you. In addition to those reco~mendations we note that: 1. Storm drains should be designed in accordance with San Diego County Flood Control District's standards (except for street surface drainage) instead of city standards. 2. The soils in the southwest corner appear to be highly erodible. Although the drainage area is small compared to the total drainage basin, each incremental area adds to the potential to accelerate silt into the Batiluitos Lagpon by land development. This subdivision, located on the northerly extension of Flamenco Street, does not show any proposed draihage facilities. It is our opinion that the subdivision is relatively free of flood hazard fro~ external sources. Since the area has not been de~annexed from the San Diego County Flood Control District, all drainage facil ities are to be maintained by the District. "Therefore these facil ities must meet the District's minimum standards and be approved by the District prior to acceptance for maintenance. It is recommended that the following conditions be incorporated in the resolution of approval of the tentative map: 1. All drainage facil itles shall conform to the San Diego County Flood Control District's criteria and standards, and be approved by the County Departmant qf Sanitation and:Flood Control." La Costa wants to participate in the cost of signalization based on an City Council established policy. 2. La Costa would like that policy established before depositing funds for any signalization. We "should make it clear that we know that the matter of where and when traffic signals should be established is an engineering matter and that your staff does and will advise you in this regard. However I the financing of signalization is a completely different matter and involves much more the exercise of a political judgement.
