TENTATIVE SUBDIVISION' MAP
CITY OF CARL1.
The Subdivision Map Act sets a fifty (50) day time restriction on
Planning Commission processing of Tentative Maps. This time l i mit- can only he extended by the mutual concurrance of the applicant and
the City. By accepting applications for tentative maps concurrenjv
with other applications, in an attempt o speed up the overall pro-
cess, the fifty (50) day time limit is often exceeded. If you wish
to have your application processed concurrently, this agreement must
be signed by the applicant or his agent. If you choose not to sign
the statement, the City will not accept your application for the
tentative map until all prior necessary entitlements have been pro-
cessed and approved.
In either circumstance, the City will process your request within
the earliest time period, however, in no circumstance shall this
delay be greater than 150 days from the day of submittal of appli-
cation.
The undersigned understands that the processing time required by
the City may exceed fifty (50) days, therefore the undersigned
agrees to extend the fifty (50) day processing limitation and fully
concurs with any extensions of time up to one hundred and fifty
(150) days that may be required to properly review-all of my appli-
cations in order that the cnviro .nmental impact report and any other
prerequisites to this application rIiy he processed concurrently.

TENTATIVE SUBDIVISION MAP
Subdivision and development shall meet all requirements of the
subdivision, zonijig, building codes, and General Plan and other
laws, ordinances or regulations of the City of Carlsbad, and other
governmental agencies. Some of the more pertinent requirements
and procedures of the City are listed below for your information,
and concurrence. Please read this list carefully and feel free
to ask for further information or explanation. -
1. Final Map shall be completed within 18 months from the
date of final City Council action on the Tentative
Subdivision Map. Two extensions of one year each may
be approved by City Council upon staff review of the
original decision.
2. The Final Map shall substantially conform to the
Tentative Subdivision Map. If otherwise, the Final Map
will be rejected and new Tentative Subdivision Map
hearings will be required for the revised plan.
3. All public improvements shall be made in conformity with the
Subdivision Ordinance and other City Standards, to the satis-
faction of the City Engineer, without cost to the City of
Carlsbad and free of all liens and encumbrances.
4. Prior to any construction, the applicant shall submit plans
to the appropriate entity providing domestic water to the
proposed development, for its approval of the location,
type and adequacy of water lines.
5. Prior to any construction, the applicant shall obtain approval
from the City Fire Department of the lOcation and size of
fire hydrants.
6. The applicant shall install all required fire hydrants and
dry-stand pipes prior to framing construction, and said
fire appurtenances shall be functional prior to commencing
such work. I.
7. Street trees, as required by. the City, shall be installed
by the applicant at his expense. Trees shall be of a
type approved by the Parks Department and shall he installed
to their specifications. If removal of any existing trees
is required by the City, said removal shall be at the
applicant's expense. It shall be the responsibility of
the applicant to make all arrangements with the Parks
Department concerning the requirements of this condition.
8. A detailed grading plan which includes proposed drainage
and erosion control landscaping and for other measures
such as desilting basins shall be approved by the City
Engineer prior to Final Map.
9. Immediately after grading, erosion control landscaping
and/or other measures such as desilting basins shall
be installed. This control may be the final landscaping,
if so approved.
10. A detailed landscape and sprinkler plan shall be sub-
mitted for Planning Director's approval for all graded
slopes 5' or greater in height and any other areas re-
quired by the City.
11. Prior to final building inspection clearance, all land-
scaping shall be installed or adequate bonding accepted.
Said landscaping shall be maintained in a manner accept-
able to the Planning Director.

B. Drafting of Tentative Subdivision Map
1. Sheets to be 24" x 36" with 1" border (Standard "0" size)
2. Scale to be indicated: 1" = 80' is generally sufficient,
however, the scale is to be appropriate for sheet size;
but in no case smaller than 1" = 100'. If project is too
large for recommended scale., additional sheets will be
necessary; and a reduced composit of the map be submitted
on a 24" x 36" reproducible.
3. North arrrow oriented to top or left side of sheet.
4. Lettering must be legible. It is p r eferred that it be
drawn by mechanical means, in ink, fnd heavy upper case.
5. Location map showing the distance/to the center line of

PROCEDURES
1)
pplication_to Plan cision: In an effort to aid the
appi icant, the Planning Department requests that it be given
an opportunity to evaluate and discuss the application in its
various stages of development prior to submittal. It is more
effective if applicant meets directly with staff; however,
written,or telephone communication is acceptable. It is the
responsibility of the applicant to make the initial contact
for such meeting.
2) Submittal: Application will be accepted only if the applica-
tion, plans and other pertinent materials are complete.

Planning Commission calendar.
3) PlannIng Commission Calendar: The Planning Commission adopts
an annual calendar that indicates application closing dates,
staff review dates, staff report completion dates, and Plan-
fling Commission hearing dates. You may acquire this calendar
at the Planning Department.
4) Staff Review: On the date as indicated on the Planning Commission
Calendar, City Staff conducts a review meeting on all items on
the Planning Commission agenda. The applicant is invited to
attend and to explain the project and respond to staff preliminary
recommendations. Upon completion of this review, Staff will pre-
pare final staff recommendations to be submitted to the Planning

The site of the proposed development is on hilly terrain
overlooking the San Marcos Creek Basin. The prime topographical
characteristics of the area are of rolling eroded mesas and
ridges which fall sharply into steep ravines, side canyons and
the San Marcos Creek Canyon. The land forms fold and expand
and offer everchanging vistas as one moves through.
Coastal sage scrub and chapparal provide a low profile cover
over the site. Native plants over six feet in height are
few and present little relief from this cover.
The proposed plantings to be introduced for this environment
will, as much as possible, reflect the natural landforms, be
compatible with those chapparal belts preserved, and meet the
necessary requirements and amenities of the residential
developments. We intend to use large numbers of Eucalyptus
throughout the site as a unifying fabric of loose and random
nature which will provide the rural character sought for the
development. This concept is in keeping with the vast
plantings of Eucalyptus found throughout the San Diego Region.
Landscape treatment at the La Fuerte Avenue edge will respect
the private custom home sites across the street by the
installation of turf where possible and the supplementation
of the existing street tree, Podocarpus gracilior. Where
equestrian, trails border this edge, they will be guided by
low cedar pole fences. As a transition to the chapparal
beyond, large California Peppers and Cajeput trees will be
planted. These same trees will be planted within the site
at the intersections of secondary roads, gateways median
strips and as accents. It is our intent to provide a variety
of visual experiences as one travels the roads within the
site. At places, the plantings will close in and envelope,

at others it will open and expand toward views. The-tree
plantings will be supplemented with an understory of shrub
massings of colorful Oleander, Photinia and Bougainvillea.
An integral part of the landscape development is the concept
of open meadow land.
To isolate the home sites from the flammable chapparal, we
propose large open areas of low grasses and fire retardant
perennials and sub-shrubs. These areas will also present
ground-plane continuity for the project and erosion control.
Within this meadow,between the home sites, we recommend the
planting of large shrub screens of Oleander, Photinia and
Acacia to visually separate the houses.
To complement the early California "Rancheros" theme of the
project, a list of appropriate plants will be included in
the restrictive covenants of the deeds. These plants will
provide choices for each homeowner to landscape the immediate
environs of his house. Among these will be Bougainvillea,
Oleander, Jasmine, Hibiscus, Palms, etc.
With the exception of a few, lots will open to the equestrian
trail systems which wind through the site.
The majority of the trails occurs within draws or small canyons
where stands of California Sycamores and Alders will be
planted to-enhance the riding experience and provide visual
texture from the houses.
In conclusion, it is our desire to provide a balanced and
sensitive relationship between the man-built form of environ-
ment and the natural. Such aspirations involve strong
coordinated efforts among the consultants, architect and the
developers.
We are pleased to submit the schematic concept development and
look forward to furthering this effort.

Re: Sewer Service - La Costa Northeast
The La Costa Land Company (Applicant) the fee owner of the land
shown on Exhibit 'A'1 marked Parcels 1, 2, 3, 4 & 5 has requested
the San Marcos County Water District (District) to provide a
sewer service availability letter for the referenced property.
Subject property is located within the District and within the
sewer service improvements as follows:
A portion of Parcels 1, 2, 3
All of Parcels 4 & 5
To be eligible for sewer service, applicant will be required to
meet the following conditions:
1. Complete the annexation to sewer Improvement Districts
1, 2 & 6 those portions of Parcels 1, 2 & 3 lying out-
side of the improvement districts boundary.
2. Construct all on-site and off-site sewer facilities
to connect the proposed project to District's facilities
and dedicate the faciliites to the District in accord-
ance withthe District's: Standard: Rules and Regulations.
3. Pay all fees required by the District on demand by the
District.

Construction of the Reclamation Facilities Between
La Costa Land Company and the San Marcos County
Water District with effective date of March 19,
1979, (Reclamation Agreement), to provide the fac-
ilities and capacity to handle sewage for this
project.
Subject to the foregoing conditions this District will provide
the project up to and including 750 Dwelling Unit Equivalents
(D.U.E.'s) (computed at the rate of 250 gallons per day per
D.UE.) as follows:

Actual connections to the system will be scheduled and provided in
accordance with the terms of the Reclamation Agreement.

ing conditions and is issued for planning purposes and that the
conditions precedent specified above must be satisfied before service
will be provided.
This commitment to provide service has been made by the Board of
Directors and is subject to the Applicants' compliance with the
applicable rules, regulations, ordinances, procedures and policies
of the District, including those relating to fees and charges, the
California Environmental Quality Act of 1970, as amended, the
applicant's agreement to construct any on-site and off-site fac-
ilities, together with the applicant's providing security as required
by the District for such construction.
This letter of availability pertains solely to the proposed project
and is not transfeable to any other project, is not transferable
to any otherparceof land, and is not transferable to any other
applicant. Any act in violation of this provision, whether or not
