NOTICE OF DETERMINATION
This is to advise that the City of Carlsbad on October 18, 1983, approved
the following project:
Project Description: 140 unit tentative tract map, condominium permit and
special use permit.
Project Address/Location: North side of Agua Hedionda Lagoon between
Interstate 5 and the AT&SF Railroad.
The City made the following determinations regarding the environmental
impact of the above described project:
1. An Environmental Impact Report was prepared for this project pursuant
to the provisions of CEQA.
A copy of the Environmental Impact Report with supporting document is
available for public review at the Land Use Planning Office, City Hall,
1200 Elm Avenue, Carlsbad, CA 92008.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Carlsbad will
hold a public hearing at the City Council Chambers, 1200 Elm Avenue, Carlsbad,
California, at 7:00 p.m. on Wednesday, September 28, 1983, to consider approval
of 140 unit tentative tract map/condominium permit and a special use permit
along with the certification of an environmental impact report on property
generally located on the north side of Agua Hedionda Lagoon between Interstate
5 and the AT&SF Railroad and more particularly described as:

8107 filed May 1, 1975.

PLEASE TAKE NOTICE:
The Land Use Planning Office of the City of Carlsbad intends to
prepare a Environmental Impact Report for the following project:
Project Description: Tentative tract map and condominium permit for
150 units on a 10.15 acre parcel.
Project address/Location: Along the north shore of Agua Hedionda
Lagoon between Interstate 5 and the AT & SF Railroad.
Anticipated significant impacts: 1) Traffic, 2) Grading and
Drainage, 3) Noise, 4) Visual Aesthetics, 5) Biology.
We need to know your ideas about the effect this project might have
on the environment and your suggestions for ways the project could be
revised to reduce or avoid any significant environmental damage.
Your ideas will help us decide what issues to analyze in the environ-
mental review of this project.
Your comments on the environmental impact of the proposed project may

DRAFT ENVIRONMENTAL IMPACT REPORT
FOR
WINDSONG SHORES
I. PROJECT DESCRIPTION
The Windsong Shores project will consist of 150 condominium units
located within six buildings on a 10.15 acre site (Figure 2).
None of the proposed buildings will exceed a height of 35 feet
(Figure 3). All of the resident and guest parking will be
located in underground parking garages beneath the buildings.
There will be three major recreation areas with swimming pools
and spas. Access to the site will be through an existing project
to the north constructed by the developer of the subject
property.
The subject property is zoned P-C, Planned Community and has a
General Plan designation of RMH, Residential Medium High
Density, 10-20 du/ac. The Agua Hedionda Specific Plan also
designates this site for Residential Medium High Density, 10-20
du/ac. As proposed this project will have a density of 14.7
du/ac.
II. PROJECT LOCATION
The Windsong Shores project is located in the City of Carlsbad on
the north shore of Agua Hedionda Lagoon, between Interstate 5 and
the AT & SF Railroad (Figure 1). A portion of the subject
property consists of Agua Hedionda Lagoon and steep slopes
leading down to it. These areas will be left as they are except
for the possible construction of a pedestrian trail along the
slope. All of the residential construction will be confined to
the flat previously graded portion of the property adjacent to
the existing development.
III. PROBABLE ENVIRONMENTAL EFFECTS OF THE PROJECT
A. TRAFFIC CIRCULATION
The EIR for this project will examine the effects that
traffic generated by this project may have on the existing
neighborhood and driveway system of the project through which
the subject property will gain access. Mitigation measures will
be proposed to protect the existing residences from any adverse
traffic impacts created by the proposed project.
B. GRADING
The applicant has indicated that construction of the
proposed project will require approximately 2000 cubic yards of
grading. The EIR for this project will examine methods of
preventing Agua Hedionda Lagoon from being adversely impacted by
grading for the proposed development.
C. NOISE
The proposed project could be adversely impacted by
noise generated by Interstate 5 and the AT & SF Railroad. The
noise created by traffic generated by this project and the
construction of this project could possibly effect the adjacent
neighborhood. The EIR for the proposed project will examine
methods of mitigating the proposed development from noise
generated by the AT & SF Railroad and Interstate 5. The EIR
for the proposed project will also discuss whether noise
generated by the proposed project will adversely effect the
adjacent neighborhood. If the EIR determines that noise
generated by the proposed project could adversely effect
existing residences in the vicinity, mitigation measures will be
proposed.
D. VISUAL AESTHETICS
This project will be highly visible to motorists on
Interstate 5 as they drive through Carlsbad. The EIR will
discuss the visual aesthetics of this project as seen from the
freeway.
E. DRAINAGE
Uncontrolled drainage from this project could adversely
effect Agua Hedionda Lagoon. The EIR for this project will
discuss mitigation measures to assure that drainage from this
project will not adversely effect Agua Hedionda Lagoon.
F. BIOLOGY
The flat previously graded portion of this site is
mostly devoid of vegetation. The proposed project will be
located on this portion of the site. The slopes going down to
Agua Hedionda Lagoon are covered with low-lying weeds and brush.
This area will be somewhat disturbed by a pedestrian trail
system. The most important biological resource would be the
porton of this property which is within Agua Hedionda Lagoon.
The EIR for this project will examine all of the habitats to
determine what species are present and suggest mitigation
measures to protect any significant biological resources.
G. ARCHAEOLOGY
There is a possibility that archaeological resources
may exist on the subject property. The EIR will include an
archaeological record search and field study. If significant
archaeological resources are found to exist, mitigation measures
will be proposed.
