SUBJECT: Addendum to Report of Preliminary Geotechnical Investigation for
the Proposed Condominium Project, La Coruna Place, La Costa,
California.
Gentlemen:
In accordance with your request, we have reviewed our report of preliminary
Geotechnical Investigation for the subject project, dated January 31, 1983.
The purpose of our review was to provide revised active soil pressure para-
. meters for the design of earth retaining structures.
It is our understanding that backfill soils behind the proposed retaining walls
may consist of;the following:
a) Mostly undisturbed sandstones. (Walls above parking garage)
b) A combination of undisturbed sandstones with mudstones in about the
lower five feet. (Garage Wall)

c) Compacted granular fill. (Townhouse walls)
It is further our understanding that level and 2:1 sloping backfill conditions
are anticipated for both unrestrained and restrained wall conditions. Active
pressure design parameter recommendations are provided in the following table.

If the proposed retaining walls are not backfilled with granular compacted soil
as described in Figure 2, it.is recommended that all the temporary construction
slopes for retaining walls be observed by our representative to ascertain that
soil conditions do not differ from these assumed in their design.

assistance, please contact the undersigned.

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) fvom the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-^
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually commences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.

Attached is a copy of the tentative map for CT 83-5/CP-228 as
submitted to our office. The project engineer, Clyde Wickham,
has shown items on the map that he wishes to be added or
clarified. As I mentioned previously, we do not have sufficient
information on the plans to review the project.
In addition, the Engineering Department requests the submittal of
a soils report addressing this project. Soils in this area have
a high clay content, lack stability, and have experienced
numerous slope failures. A soils report for this site submitted
in 1981 lacked adequate information. Also, it addressed a
different project.
Our office will need the following information by April 7 to keep
this project on the April 27th Planning Commission Agenda:
1) Revised tentative map reflecting concerns shown on enclosed
copy
2) Soils report
3) 24" x 36" site plan showing all units, setbacks, related
data
4) Cross sections of project
5) Plan showing perspective of elevations from La Costa Avenue
6) Revised parking layout reflecting concerns about compact
spaces

Thank you for sending the revised tentative map, soils report,
and related prints to our office, as requested. They did; clarify
some of the information needed to fully review your condominium
project.
As you are aware, Carlsbad has some strict development standards
that must be closely adhered to on all residential tracts. I
have previously sent the project architect, Mike Witkin, a copy
of our Design Guidelines Manual and Planned Development
Ordinance It is important that all aspects of these documents
are addressed to the satisfaction of our Planning Commission.
It appears that the project needs some further fine-tuning and
that we will need some additional information in this regard.
Because of this, this project has been postponed until the May
11th Planning Commission meeting. Please send our office the
following information by April 18th.
1) Revised plan showing 24-foot driveway.
2) Revised visitor parking area to allow for 5-foot south
property line setback and 10-foot cul-de-sac property line
setback.
3) Plans showing where the storage space for the townhomes is to
be located/ Planned Development Ordinance does not allow
areas inside residential unit or overhanging automobile areas
as satisfying storage requirement.

4) Plans showing how the 200 square-foot/unit recreation area
will be met. Floor plans do show some balconies but are not
dimensioned or scaled. Also common recreaction facilities
must be shown in greater detail than that on tentative map.

Thank you for the information you recently sent for our staff
review. There are, however, three items which need additional
work or information. They are:
A) Seven parking spaces in the parking garage will be
difficult to back out of without either a dangerous
situation or several turning movements resulting.
Attached is a copy of this parking plan showing the
affected spaces. We would not encourage expanding the
garage westerly unless graphically shown that it will
not be seen from La Costa Avenue.
B) The additional recreation areas will greatly improve the
project. We continue, however, to be unable to figure
out how the balcony and patio square footage totals were
arrived. Perhaps on another sheet, these typical plans
could be shown and dimensioned.
C) The visitor parking area on the preliminary landscape
plan shows a different parking alignment than that on
the tentative map. Please change this so that it
corresponds with the tentative map.
D) On the elevation plans', please indicate the general
structure colors and materials.
Because of the need for these items, the project has been
postponed until the May 25th Planning Commission meeting. I will
need this information by May 2, to stay on this agenda.

Thank you for this opportunity to comment upon the proposed condo-
minium project that is a resubdivisi on of the original lot 180 of
La Costa South Unit No. 1. The existing public water system facil-
ities of the Costa Real Municipal Water District currently have
service capability and under the interim agreement between the City
of Carlsbad and the Water District, retail public water service
will be provided by the Water District.
We have the following comments and recommendations with respect to
the public water system aspects of the proposed development:
1) The entire development will be required to conform to the
rules and regulations of the Water District and particularly
relating to the water service to condominium projects. The
District will make a determination as to the requirement for
separate water services and meters to each of the dwelling
units.
2) The development will be required to construct all of the
necessary public water system facilities to adequately serve
the entire development, including all necessary fire pro-
tection facilities that will be required by the City of
Carlsbad - Fire Department.
3) The development will be responsible for all of the financial
obligations with respect to the District's expenses, water
service facilities fees, meter service charges, and all
applicable charges of the Water District.
