SUBJECT: CT 91-5/CP 91-3 - LA COSTA FAIRWAY VILLAS
Dear Hossein:
Attached are comments received from the Engineering Department which must be
resolved prior to scheduling the project for the Planning Commission. In addition to the
drainage issue it would be appropriate to address the architectural design as we have
discussed in earlier conversations on the project. As proposed, the project does not
have adequate design features to warrant a recommendation for approval.

PROJECT ISSUES STATEMENT
The Engineering Department has completed its review of the resubmitted project
application for completeness and/or engineering issues. The Project application is now sr
was previously found complete for the purpose of continued Engineering review. The
project application does contain some Engineering issues or concerns which remain to be
resolved by the applicant. All Engineering issues should be fully resolved or addressed
"prior to resubmittal ot the project for our review. The outstanding Engineering issues or
concerns are as follows:

The above noted issues are of normal concern. These concerns may be transmitted
to the applicant without benefit of a project meeting.
The above noted issues are of serious concern or of a sensitive nature. It is
suggested that a meeting be held with the applicant and the following Engineering
Staff members to discuss our concerns with the project:

to the applicant for corrections and changes as noted. Please have the applicant
return the redlined print with the corrected site plan to assist us in our continued

Dear Hossein:
The following are comments received from the Engineering Department which must be
addressed prior to scheduling the project for Planning Commission:
Still need to provide verticle curve information on your "main circulation" private
driveways when proposed grade breaks exceed 1.5%.
Need to provide profiles for all driveways from your "main circulation" driveway
into your garages which propose driveway grades exceeding 7%. You need to show
that a car will not hang-up trying to enter or exit the garages.
You are showing some of your proposed driveways with portions that "back-drain"
towards the garages...before they warp and drain away from the garage. You need
to make sure water does not drain into the garages. fe&A ~{v elwi'naffa-&<*,* ba*
You are showing an elevation difference between your proposed "main circulation"
driveway and the proposed pad elevation of unit 16 ranging from 3.5 ft. to 6 ft....
(the pad and the building lower than the driveway). You need to show your
proposed contours in this area and address drainage. Need to show any proposed
slopes or walls and provide drainage away from the proposed structures.
You are proposing grades on your "main circulation" driveway which are less than
l%...City standards require a minimum grade of 1%.
Need to show and call out your proposed sewer and water systems on your legend
of your tentative map as being private.
You are showing your proposed units 7, 8, 15 and 16 as being served sewer wise
by one existing 4 inch sewer lateral. Prior to going forward for tentative map
approval you will need to obtain a letter from Leucadia County Water District
stating that they will allow 4 units to be served by a single 4 inch lateral.

You need to state on your tentative map that your 30 ft. wide "main circulation"
driveways will be granted as "General access and public utility easements".
Also attached is a redlined check print of the site plan. Please return the check print with
the corrected site plan.
