DECISION MAKING BODY, THE PROJECT PLANNER WILL CONTACT THE APPLICANT
AND ADVISE HIM TO SUBMIT THE RADIUS MAP. TWO SETS OF THE PROPERTY
OWNERS LIST. LABELS AND POSTAGE. THE APPLICANT SHALL BE REQUIRED TO SIGN
A STATEMENT CERTIFYING THAT THE INFORMATION PROVIDED REPRESENTS THE
LATEST EQUALIZED ASSESSMENT ROLLS FROM THE SAN DIEGO COUNTY ASSESSOR'S
OFFICE. THE PROJECT WILL NOT GO FORWARD UNTIL THIS INFORMATION IS
RECEIVED.
- A typewritten list of names and addresses of all property owners within a 600 foot
radius of subject property (including the applicant and/or owner). The list shall include
the San Diego County Assessor's parcel number from the latest assessment rolls.
- Two (2) separate sets of mailing labels of the property owners within a 600 foot radius
of subject property. For any address other than single family residence, apartment or
suite number must be included. DO NOT TYPE ASSESSOR'S PARCEL NUMBER ON
LABELS. Applicant must submit separate check to cover cost of postage.
8. 600 Foot Radius Map
A map to scale not less than 1" = 200* showing each lot within 600 feet of the
exterior boundaries of the subject property. Each of these lots shall be consecutively
numbered and correspond with the property owner's list The scale of the map may
be reduced to a scale acceptable to the Planning Director if the required scale is
impractical.

prepared by an appropriate registered Engineer. The analysis must show project impacts

Facilities Management Plan. The following should be included with the study:
a. 8 1/2" x 11" or 8 1/2" x 14" plats showing zone impacted roads, background and
project AM and PM peak hour impacts and traffic distribution.
b. Project traffic generation rates.
c. Necessary calculations and or analysis to determine intersection and road segment
levels of service.
d. Any proposed mitigation requirements to maintain the public facility standards.
15. Noise study consistent with Planning Director Administrative Policy No. 17 (when
applicable). See Noise Policy #17.

exceeding 5 feet.

TENTATIVE SUBDIVISION MAP
CITY OF CARLSBAD ,
The Subdivision Map Act and the Carlsbad Municipal Code sets a fifty
(50) day time restriction on Planning Commission processing of Tentative
Maps and a thirty (30) day time limit for City Council action. These time
limits can only be extended by the mutual concurrence of the applicant
and the City. By accepting applications for Tentative Maps concurrently
with applications for other approvals which are prerequisites to the map;
i.e., Environmental Assessment, Environmental Impact Report, Condominium
Plan, Planned Unit Development, etc., the fifty (50) day time limits and
the thirty (30) day time limits are often exceeded. If you wish to have
your application processed concurrently, this agreement must be signed
by the applicant or his agent. If you choose not to sign the statement,
the City will not accept your application for the Tentative Map until all
prior necessary entitlements have been processed and approved.
The undersigned understands that the processing time required by the
City may exceed the time limits, therefore the undersigned agrees to extend
the time limits for Planning Commission and City Council action and fully
concurs with any extensions of time up to one year from the date the
application was accepted as complete to properly review all of the applications.

(1) Oil-premises sate of liquor, within a bona
fide public eating place, subject to the planning
commission making the following findings:
(A) There are specifically designated parking
spaces that are sufficient for die use,
(B) Traffic flow on public streets or in parking
areas wfll not cause congestion or be detrimental to
other nearby neighborhood commercial uses,
(Q That all measures have been taken to insure
compatibility with die use to the surrounding neigh-
borhood;

(2) Residential uses located above the ground
floor of a multi-storied building when one or more
of the uses permitted by Section 21.26.010 is locat-
ed on the ground floor of such building;
(3) Packaged liquor stores (off-sale) subject to
the following conditions:
(A) That the planning commission makes the
same findings as required by this section for
on-premises sales of liquor from bona Tide eating
establishments,
(B) An opening shall be provided through which
an unobstructed view of the interior of the premises
can be obtained from the street upon which the
business fronts,
(Q Such establishment shall not be located with-
in five hundred feet of any other licensed liquor dis-
pensing establishment not meeting the definition of
a bona fide eating establishment;
(4) Hotels and motels;
(5) Automobile laundries or carwashcs. subject
to the following conditions:
(A) The site shall be designed to reduce the
visual impacts of buildings and waiting cars on
surrounding development and from public streets.
(B) All structures shall be architecturally de-
signed to ensure compatibility with surrounding
development.
(Q A noise analysis addressing noise impacts on
surrounding development may be required,
(D) A traffic study which analyzes the impact of
the proposed carwash on adjacent and nearby inter-
sections may be required. The limits of this study
shall be established by the planning director.
(E) Adequate parking and circulation shall be
provided on-site to accommodate the proposed use.
(F) Waiting areas for cars shall be screened by
a combination of landscaping, fencing and bcrming.
(G) All signs shall comply with the approved
sign program, or if none, the city's sign ordinance,
(H) Adequate means of eliminating grease and
oils from drainage systems shall be provided. (Otxl.

21.26.020 Limitations on permitted uses in •
C-l zone.
Every use permitted shall be subject to the fol-
lowing conditions and limitations:
(1) All uses shall be conducted wholly within a
building except such uses as drive-in restaurants,
gasoline stations, electrical transformer substations
and nurseries for sale of plants and flowers and
similar enterprises customarily conducted in the
open;
(2) Products made incident to a permitted use
shall be sold only at retail on the premises, and not
more than five persons may be employed in the
manufacturing, processing and treatment of products
permitted herein;
(3) Storage shall be limited to accessory storage
of commodities sold at retail on the premises. (Ord.

21.26.030 Building height.
No commercial structures in the C-l zone shall
exceed a height of thirty-five feet or three levels,
including the protrusions described in Section
21.46.020. Purely architectural features that (1) do
not function to provide usable floor area; (2) do not
accommodate and/or screen building equipment; (3)
do not adversely impact adjacent properties: and (4)
are necessary to ensure a building's design excel-
lence, may be permitted up to forty-five feet by site
development plan approved by the planning com-

21.26.040 Front yard.
No front yard shall be provided except as may be
required by a precise plan. (Ord. 9060 § 1003)

21.26.060 Placement of buildings.
On any lot, the rear lot line of which abuts prop-
erty in any "R" zone and no alley intervenes, no
buildings shall be erected closer than ten feet to the

LAM) USE ELEMENT
a. Neighborhood Commercial (N):
This category includes commercial uses that pfo-
vide limited retail business, service, and office
facilities for the daily needs and convenience of
residents in adjacent neighborhoods. These com-
mercial uses generally exist as a group of small
stores and service shops but, on small sites, may
exist with only one tenant. Typically, such
centers include a grocery store as the principle
anchor tenant and such uses as banks, drug
stores, beauty shops, barber shops and
laundromats. Frequently, a quick stop conve-
nience store is an adjunct to a neighborhood
commercial center and, as such, is an integral part
of that center. It may be a freestanding entity or
combined with one or two other convenience
uses, such as a coin-operated laundry, or food
service. Sometimes a neighborhood commercial
center is located adjacent to or within a commu-
nity commercial site. The neighborhood center
serves the daily needs of nearby residents while,
at the same time, the community center provides
a greater variety of services. Due to their rela-
tively small size, not all potential neighborhood
commercial sites are indicated on the Land Use
Map.
Neighborhood commercial uses are gen-
erally located within a convenient walking and/or
bicycling distance from intended customers and
should be linked with surrounding neighborhoods
by pedestrian and/or bicycle access. Landscaped
buffers should be provided around the project site
between neighborhood commercial uses and other
uses to ensure compatibility. All buildings should
be low-rise and should include architectural/
design features to be compatible with the neigh-
borhood. Permitted uses and building intensities
should be compatible with surrounding land uses.
b. Community Commercial (C): The
community commercial category plans for cen-
ters that offer a greater depth and range of mer-
chandise in shopping and specialty goods than the neigh-
borhood center although this category may include some
of the uses also found in a neighborhood center. Often a
supermarket, large variety store, cinema, or discount
department store functions as the anchor tenant. The
emergence of new anchor tenants (i.e., high volume spe-
cialty or warehouse stores) has resulted in new, special
foYms of community commercial centers. As an example,
this type of center may have a grouping of special tenants
who operate a retail/wholesale business dealing with
home improvement items.
Sometimes a community commercial center is
located next to or across the road from a regional center
because the two types of centers offer different ranges of
merchandise. Community commercial centers also may
include commercial uses ranging from individual, small
lots in the Village and in the industrial areas to larger
community shopping/office centers and complexes. Ap-
propriate uses include personal and business retail and
service, automobile service, restaurants, and recreation
commercial.
It is reasonable to expect that as the city continues
to grow and the population increases, the need for addi-
tional community commercial sites will be generated. It
is also reasonable to expect that at such a time, some
existing land uses will be redesignated to commercial
uses. Although future community commercial sites are
not located on the Land Use Map, they should be located
so as to prevent detrimental effects on adjacent land and
to ensure access to the street system. Locations should be
suitably separated from residential development. All
areas proposing a community commercial land use shall
provide details regarding location, architecture, site de-
sign, landscaping, circulation, signage, height, and scale
of the proposed development.
c. Regional Commercial (R): Regional com-
mercial centers provide shopping goods, general mer-
chandise, automobile sales, apparel, furniture, and home
furnishing in full depth and variety. Two or more depart-
ment stores are typically the major anchors of a regional
shopping center, while cither stores supplement and comple-
ment the various department store lines. New forms of

Affordable Housing - Density Increases
The City recognizes that the feasibility of provid-
ing housing affordable to lower-income families is some-
times dependent upon the ability to achieve residential
densities higher than allowed by the underlying land use
designation. Therefore, it is necessary to consider devel-
opment of housing projects containing lower-income af-
fordable housing units at densities which may exceed the
ranges and growth management control points indicated
above. The density which may be approved for those
projects which include affordable housing shall be deter-
mined on an individual project proposal basis, and may be
independent of the residential land use designation of the
site, subject to the criteria listed under Residential, Imple-
menting Policies and Programs, C.3.
2. COMMERCIAL
"A City which provides for the de-
velopment of compatible, conve-
niently located commercial cen-
ters...
Commercial development within Carlsbad can be
defined by six principal categories—neighborhood, com-
munity, regional commercial, travel/recreation, Village,
and office and related commercial. Distinction between
the first three commercial types is not always clear and
each category cannot be defined by a precise trade area, lot
size, tenant mix, or building square footage. Therefore,
numbers used on the chart below, Guidelines for Commer-
cial Centers, should not be regarded as exact criteria but
as reasonable indicators of the three types of commercial
categories.
Basic elements of any commercial center may
change to adapt to characteristics of the trade area;
however, tenant composition and the type of anchor tenant
are the main identifiers of a shopping center type. An
anchor tenant may be an individual tenant or a group of
like uses that function as an anchor tenant. For example,
a combination of gourmet food shop, delicatessen meat
market, and green grocery might function in lieu of a
supermarket. A food service cluster, several restaurants,
and a cinema complex may function as other anchor
tenants. Tenant composition and the characteristics of the
leading tenant/s define a commercial center type. Al-
though building area, site size, trade area, etc. are influen-
tial, they are not the primary factors in determining a
center type.
