evaluating - a request for a SectjLon 404 permit '(94-20'853-EW)i by
Continental Homes and UDC Homes L These companies are proposing
to cbiistruct a multiple-use development project which will i
inqlude. residential villages, school and. community facility
Sites,' a community park, and a day care facility (enclosure- 1).
This development will be called1 Rancho Carrillo. The project
area lies just south of the citV of Carlsbad/ in San Diego :County
and covers 690 acres. Of this total land, 241 acres would be
left undeveloped while the remainder would be developed into 18
residential villages (2, 006 dwelling units) , according to the
Rancho Carrillo- master plan (enclosure 2). !

v T^e ^&v^S9^rs contracted the professional services ofRegional Environmental Consultants (RECON) to identify and |
evaluate cultural resources in the project area. RECON found
that a number of archaeological i surveys had already been I
conducted on the Rancho Carrillo property, and that as a result
of these surveys, 26 archaeological sites had been recorded1 in
the project area_ (enclosure 3, p^age 1} , Three testing programs
Sasai¥d^e^^mpremented , and a -number of <the original 26 -sites
had been evaluated as ineligible for the National Register. i In
addition, many of the sites had :been destroyed as a result of
grading, agriculture and development, RECON determined that in
1S92, when the Rancho Carrillo evaluation program was initiated,
only 13 sites remained which required further testing to ; 7
determine eligibility (enclosure 3, Figure 3).
RECON tested twelve of these sites: SDI-4692, 501-439$,
SDI-4682, SDI-4679, SDM-W-148, SDI-4691A, SDI-4691B, CR90-1, SDI-
4687, SDI-9846, SDI-9041 and SDI-9043. The thirteenth site; SDI-
W-173, was found to have been destroyed by earth borrowing. ! As a
result of testing and analysis, RECON found that si-tes SDI-4692,
SDI-4396.. SDI-4679, SDM-W-148, SDI-4859, SDI-9041 and SDI-9043
did not meet criteria for National Register eligibility. These
sites had either been highly disturbed and -lacked integrity, or

984:6 were tound to be significant under National Register •
.fcriiteria; D (enclosure 3, !26-l3d)). They contain intact cultural
deposits that may contain important information on the region's
prehistory. Site SDI-,4683, the]supposed grave site of Leo j
Carrillofs race horse, Conquistador, was found to be potentially
significant under Criteria B (enclosure 3, page 131). All 6f
these National Register eligible sites will be directly impacted
by the proposed project, with the possible exception of CR90-1-B
which lies in designated unmodified open space. This site flight
be indirectly impacted by vandalism, but if provisions to j
adequately protect CRSO-i-B can jbe made there wiling .no .flui-er^
effect. This site will be assigned a permanenttgrTnomialCdyiring

In addition to the five significant sites evaluated byj
fcECQN, a National Register listejd historic site lies within!the
:krea of* 'pbtential effects. Thisi site is the ;Leo. Carrillo Ranch.
Leo Carrillo, descendent of an important early Mexican American
family and a well known movie actor and rage horse owner, owned
and opera-ted the ranch during this 1930's. Carrillo rebuilt Jan
existing ranch house and added several new improvements, !
including a horse stable, two bairns, drainage modifications,; and
a guesthouse. Carrillo sought to create a romantic atmosphere at
the ranch, one which would recreate the vanishing charm of \
Hispanic California. The site was nominated to the National'
Register on April 16, 1990 by Carlsbad's Housing and i
Redevelopment Agency. The city if Carlsbad recently receivejd a
$90,000 plans and specificationsjgrant and a $400,000 '
stabilization grant for preservation of the property through1 the
California State office of Historic Preservation. Some, if pot
all, of the restoration work has!already been done (enclosure 3,
page 130-131) . *a es I j
The Master Plan for Rancho Carrillo outlines a proposal!to
create a park surrounding—the existing ranch buildings. This
park would encompass^3LO.5 ^cres a;nd would be surrounded with! somfe
sort of wall or fencer—The park 'would be open for public •
visitation. The COE has determined that these proposed plans
will have an adverse effect on th;e Leo Carrillo Ranch site. !
First of all, the historic pastorial setting ar.d view will b^
destroyed by the construction of tract homes, roads, and a nearby
school. The historic approach toj the ranch ;leading in from ^he
north would also be destroyed. I^i addition, the construction
surrounding the ranch site will create noise impact^ and will
