Thank you for sending the above mentioned development plan to NCTD for our review. NCTD
has the following comments in regard to transit service.
1. Currently this undeveloped project site is not served by NCTD. Any future bus service would
likely be limited to Melrose Avenue and not enter the subdivision because of the inefficiencies
of operating a 35 to 40 foot long coach on winding streets with limited access to major roads.
The ten foot wide parkways on both sides of Melrose Avenue are wide enough to
accommodate any bus stops that would be required if bus service was implemented.
2. We understand that both travel directions of Melrose Avenue, a future 45-50 mile per hour
roadway, will have three 12 foot wide traffic lanes and an eight (8) foot wide shoulder for use
as a bikeway. Bus turnouts are recommended for roads with speed limits of 45 miles per hour
or greater to enable a stopped ten (10) foot wide bus to be entirely clear of all traffic lanes.
NCTD would request that at any future bus stops the road striping be modified to provide a
ten (10) foot wide shoulder. Potential bus stop sites should not be encumbered by guard rails.
NCTD staff is willing to meet with City of Carlsbad staff to determine locations of potential
bus stop sites that meet the above criteria.
