SUBJECT: CT 93-09 - OCEANBLUFF SECONDARY ACCESS
In accordance with our discussion on Thursday regarding the subject
project's emergency secondary access proposal/ the Planning
Department's concerns are as follows:
1. This proposal will require additional environmental review.
2. The applicant needs to propose circulation which is consistent
with the Zone 20 Specific Plan. The circulation proposed in
the Specific Plan requires the construction of Poinsettia Lane
with a potential for secondary access shown as a residential
street (public) through the properties to the south connecting
to Alga or possibly connecting to Camino de las Ondas if Alga
has not been constructed when development is proposed. See
attached Exhibit No. 13. Oceanbluff could develop without
constructing Poinsettia, but would be responsible for
construction of this public road.
3. I question the creation of a secondary emergency access
through properties to the south which could:
a) result in adjacent properties proposing to utilize the
same secondary access and receive primary access through
the Oceanbluff project which provides a connection to
Blackrail. If ADT is less that 5,000 to 10,000, this
would be allowed according to our circulation element.
That would allow up to 500 residences.
b) if properties to the south develop, the Oceanbluff
residents would have to use the new subdivisions'
internal circulation to access their secondary access.
Due to the potential for 2a and 2b above, it may be appropriate to
require a circulation study to determine alternatives for
properties proposing development prior to the construction of
Poinsettia west of Blackrail.
