SUBJECT: OCEANBLUFF AFFORDABLE HOUSING REQUIREMENT - SDP 93-07 -
DENSITY INCREASE
Dear Jack:
The Planning Department's policy regarding the processing of density increase requests for
affordable housing proposals has recently been clarified. Since the subject project is
requesting a density increase of 10 units above the permitted density, the following
procedure applies:
The SDP process shall be used for any density increase request of less than 25% and
may be used for any other percentage residential density increase which is
requested. Under the SDP provision, a project could be granted a density increase
to enable the development of affordable housing provided that the project pro-forma
demonstrates that the density increase is necessary to achieve the affordable units.
The SDP process creates a new residential base (different than the Density Bonus
Ordinance) which shall be subject to the City's 15% Inclusionary Housing
requirement. The base number is the total number of units permitted, i.e. base
times percentage of density increase = total units. The 15% inclusionary
requirement is then calculated using the total number of units requested.
The Oceanbluff project is requesting a 10.4% density increase above the 96 units
permitted:

The Oceanbluff project's affordable housing requirement is therefore 16 units
instead of the 14 units identified by the current site development plan application.
Under the SDP process, the City also reserves the right to negotiate that greater
than 15% of the base units be reserved and affordable to low income households.
The affordability requirements are determined on a case basis and should consider
the density increase being requested and the conclusions of the project pro-forma.

Any SDP request to increase residential densities for purposes of providing lower-
income affordable housing shall be evaluated relative toip:
(a) the adequacy of public facilities;
(b) the proposals compatibility with adjacent land uses;
(c) the project site being located in proximity to a minimum of one of the
following: a freeway or major roadway, a commercial center, employment
opportunities, a City park or open space, or a commuter rail or transit center.
Resubmittal of SDP 93-07 for the affordable site must comply with the above procedural
policy requiring two additional affordable units and a project pro-forma.
