RE: OCEAN BLUFF: CIRCULATION IMPACT ANALYSIS
Dear Sirs:
Please find attached ten (10) copies of the Circulation Impact Analysis prepared in
conjunction with the filing of the tentative map for the Ocean Bluff Partnership project.
The project proposes the development of 92 single family dwelling units (92 units @
10 trips/unit = 920 total daily trips) and 14 multi-family dwelling units (14 units @ 8
trips/unit) for a total of 106 units and 1,032 project trips per day.
From the west, access to the site is taken via eastbound Poinsettia to its current
terminus at Alga Road, then southeast on Alga to Black Rail Road, and finally north on Black
Rail to the site.
From the east, access to the site is provided via El Camino Real either north or south
to Alga Road, then eastbound on Alga to Black Rail Road and, again, north on Black Rail to
the subject property.
Although several residents and commercial flower growers currently reside and/or
conduct business in the area, and front Black Rail between the project and Alga Road, no
formal analysis has been performed to measure their circulation characteristics. However,
because of the relatively limited volumes, their impact on this analysis is considered to be
minimal.

With regard to trip distribution, one hundred percent (100%) of the trips to or from
the project will use Black Rail to or from Alga Road. From that intersection, this analysis
assumes an equal or fifty percent (50%) distribution both east to El Camino Real and West to
Poinsettia.
Based upon this analysis, it is our opinion that the project total north and south ADTs
on Black Rail of 1,032 and Alga ADTs of 516 even when added to existing a.m. and p.m.
peak volumes, will not adversely impact current levels of service which are currently within
acceptable City limits above LOS D.
